About this opportunity
The Massachusetts Bay Transportation Authority is requesting proposals for integrated pest management services across four geographic zones under RFP 76-26, with proposals due July 27, 2026, at 2:00 p.m. via COMMBUYS and a pre-bid conference on July 6, 2026, at 11:00 a.m. via Microsoft Teams. Supplier diversity commitments account for 25 percent of overall technical scoring; bidders must propose specific spending percentages with certified MBEs, WBEs, VBEs, SDVOBEs, DOBEs, LGBTBEs, and DBEs from recognized directories including GNEMSDC, Center for Women & Enterprise, City of Boston, VetBiz, NGLCC, and Disability: IN.
The scope spans four zones—Core (23 stations and 3 facilities, 899,731 square feet), Non-Core North (23 stations and 13 facilities, 989,049 square feet), Non-Core South (41 stations and 10 facilities, 1,309,795 square feet), and Non-Core West (60 stations and 13 facilities, 587,843 square feet)—totaling 3,786,418 square feet. Services include monthly scheduled integrated pest management (preventive inspections, monitoring, and treatment with primary focus on rodents and secondary focus on insects, bed bugs, cockroaches, and birds), 24/7/365 emergency response capability, routine work order response within 24 hours, and emergency response within 4 hours. Contractors must develop site-specific IPM plans and ensure all personnel obtain Right of Way/Roadway Worker Protection safety training. Bidders may propose one or multiple zones; vendors bidding the Core Zone must complete all pricing fields for that zone.
Pricing is submitted on a per-square-foot basis monthly and annually by zone, plus hourly rates for scheduled service visits (estimated 10 per month per zone) and emergency services (estimated 2 hours per month), with materials marked up at a maximum of 10 percent above cost. The base contract term is three years with two optional one-year renewals at MBTA discretion. Minimum insurance requirements include Commercial General Liability ($1 million per occurrence/$1 million aggregate), Workers' Compensation (Massachusetts General Laws Chapter 152 with Employers Liability $1 million each), Umbrella Liability ($5 million per occurrence and aggregate), Pollution Liability ($3 million per occurrence aggregate), Environmental Impairment Liability ($3 million per occurrence and $6 million aggregate for sudden and accidental occurrences; $5 million per occurrence and $10 million aggregate for non-sudden and gradual occurrences), and Automobile Liability ($5 million per occurrence for hazardous materials transportation). Evaluation uses a best-value approach with Pass/Fail criteria, technical evaluation criteria, and price, with Key Performance Indicator compliance measured at 90 percent for 24-hour and 4-hour response times quarterly after a 90-day implementation period. Questions are due July 16, 2026, at 2:00 p.m., with official answers published July 20, 2026. Optional site visits are scheduled July 7, 2026, at South Station (7:00 a.m.–10:00 a.m.), Back Bay Station (11:00 a.m.–2:00 p.m.), and Aquarium Station (2:00 p.m.–5:00 p.m.); vendors may contact Melissa O'Connor at 781-999-2934 or moconnor2@mbta.com, or John Carranza at 857-286-8851, to register.
