Summary of RFP 76-26: Integrated Pest Management Plan
This is a Request for Proposals (RFP) issued by the Massachusetts Bay Transportation Authority (MBTA) for Integrated Pest Management (IPM) and pest control services across four designated zones: Core, Non-Core North, Non-Core West, and Non-Core South. The MBTA seeks qualified pest control firms to provide preventative and corrective maintenance services to reduce pest-related work orders, with primary focus on rodent control, insects, bed bugs, cockroaches, and birds. Vendors may bid on one or multiple zones independently, with no guarantee that winning one zone results in winning another. Services include monthly scheduled IPM services plus ad hoc emergency response available 24/7/365, with routine work order response required within 24 hours and emergency response required within 4 hours. The Pre-Bid Conference is scheduled for July 6, 2026, at 11:00 a.m. via Microsoft Teams, with optional site visits on July 7, 2026. The deadline for bidder questions is July 16, 2026, at 2:00 p.m., and official answers will be published July 20, 2026. Proposals must be submitted electronically via COMMBUYS by July 27, 2026, at 2:00 p.m. Presentations are estimated for August 2026, with contract execution and service start estimated for September 1, 2026. The base contract term is three years with two optional one-year renewal periods at the MBTA's discretion.
The MBTA will award this contract on a best-value basis, evaluating technical proposals (including experience, technical approach, staffing, performance management) and supplier diversity criteria (25% of overall technical score) alongside price. Bidders must meet Pass/Fail criteria including legal compliance and financial stability, and achieve a minimum average score of 2 on each technical evaluation criterion while ranking in the top three proposals. Supplier Diversity goals are emphasized, with bidders required to commit specific financial percentages to certified diverse vendors (MBEs, WBEs, VBEs, SDVOBEs, DOBEs, LGBTBEs, DBEs). The contract structure includes monthly invoicing for routine IPM services plus hourly rates for additional services, with payment via digital invoice to invoices@mbta.com. Contractors must comply with Massachusetts General Law Chapter 132(B)(6B) regarding pesticide application notices, the Massachusetts Right-to-Know law, OSHA Hazard Communication standards, and all federal EPA requirements. Performance will be monitored through KPIs including 90% compliance with 24-hour routine response times and 4-hour emergency response times on a quarterly basis, with potential consequences for non-compliance including written warnings, corrective action plans, financial damages, and contract termination for persistent nonperformance. All contractor and subcontractor personnel must obtain Right of Way (ROW)/Roadway Worker Protection (RWP) safety training and maintain appropriate certifications.

1. INTRODUCTION
The Massachusetts Bay Transportation Authority (herein known as the “MBTA” or the “Authority”) invites proposals from qualified pest control firms interested in entering into a Service Agreement for Pest Control Services and an Integrated Pest Management Plan (IPM) at the selected locations designated as the Core, Non-Core North, Non-Core West, and Non-Core South, as outlined in attachments 1-4.
Vendors will be allowed to bid on as few as one zone, or any many as four zones. However, all zones are considered separately and winning the bid on one zone does not guarantee winning a bid on a separate zone. The MBTA will allow Prime Contractors the use of sub-contractors for this contract. The MBTA reserves the right to only award contracts on selected zones after the bids are reviewed.
2. SCOPE OF WORK
The MBTA’s mission is to provide safe, clean, and reliable transportation that is free of rodents and similar pests. An account will be created for all first-time users.
Vendors who are new to B2Gnow are required to complete mandatory “Contract Compliance Reporting” training, available in the B2Gnow system through the vendor profile.
