About this file

This document is a Pre-Bid Conference presentation for the Massachusetts Bay Transportation Authority (MBTA) RFP 76-26 Integrated Pest Management Plan, held on July 6, 2026. The MBTA seeks qualified pest control firms to provide integrated pest management (IPM) services across four MBTA zones (Core, Non-Core North, Non-Core West, and Non-Core South). Services include scheduled monthly preventive inspections, monitoring, treatment, and corrective pest control services with a primary focus on rodent control (mice and rats) and secondary focus on insects, bed bugs, cockroaches, and birds. The contractor must develop, implement, and maintain a site-specific IPM Plan; provide 24/7/365 emergency contact capability; and deliver qualified personnel. The contract is estimated to commence September 1, 2026, with a three-year base term plus two optional one-year renewals at MBTA discretion. A single or multiple bidder award will be made at MBTA discretion. Site visits are scheduled for July 7, 2026, at three locations: South Station (7:00 a.m.–10:00 a.m.), Back Bay (11:00 a.m.–2:00 p.m.), and Aquarium (2:00 p.m.–5:00 p.m.). Bidders must submit questions via COMMBUYS by July 16, 2026, at 2:30 p.m., with official answers published July 20, 2026, at 4:00 p.m. Responses are due July 27, 2026, at 4:00 p.m.

Responses must include a technical proposal on Form B and a separate price proposal on Form D, along with mandatory forms including a Pre-Award Bidder Evaluation Data Form (Form A), Small Business Attestation Form (Form C), and a Power of Attorney. Evaluation will be based on a best-value approach combining Pass/Fail Criteria, Technical Evaluation Criteria, and Price Responses. The Supplier Diversity Program requirements account for 25 percent of overall technical scoring, requiring bidders to propose specific spending commitments with certified diverse companies (SDP Partners) from recognized directories including GNEMSDC (MBE), Center for Women & Enterprise (WBE), City of Boston (MBE/WBE), VetBiz (VOSB/SDVOSB), NGLCC (LGBTBE), and Disability: IN (DOBE/SDVOBE). All submissions must be made through COMMBUYS, and bidders are advised to submit well in advance of the deadline. Performance will be measured through Key Performance Indicators including 24-hour routine response time compliance (90 percent) and four-hour emergency response time compliance (90 percent) after a 90-day implementation period, with progressive performance management including corrective action plans and potential contract termination for persistent nonperformance.

This requirement strengthens and increases business opportunities for partnership with companies certified by the Supplier Diversity Office. There are many resources in this section that will guide all bidders to further understand the program, its importance and the resources for help from the SDO office if needed.

Supplier Diversity & Inclusion Program

The Commonwealth's Supplier Diversity Program (SDP) promotes business-to-business relationships between awarded Contractors and diverse businesses and non-profit organizations (SDP Partners) certified or recognized by the Supplier Diversity Office (SDO). The MBTA seeks Proposals that incorporate participation by SDP Partners in as many aspects of the services as possible.

Section five of the RFP provides bidders with detailed information and resources relating to:

Program background Financial Commitment Requirements Eligible SDP Partner Certification Categories Eligible Types of Business-to-Business Relationships Program Flexibility SDP Spending Reports and Compliance
