About this opportunity
The City of Douglas, Georgia, is seeking professional services for a comprehensive World War II Flight Training Base Master Plan through RFP #66812-26-0012. The project aims to develop a guiding document for preservation, adaptive reuse, and long-term management of a historic site, with key deliverables including research, documentation, site assessments, stakeholder engagement, and implementation planning. Qualified consultants must meet the Secretary of Interior Standards and demonstrate expertise in historic preservation planning. The evaluation criteria include a 100-point scoring system covering experience and qualifications (20 points), project understanding (20 points), schedule and deliverables (20 points), community engagement (20 points), federal compliance (10 points), and references (10 points). Critical deadlines include site visit scheduling by December 11, 2025, questions submission by 5:00 PM on the same date, and proposal submissions due by January 6, 2025, at 2:00 PM. The project timeline extends through September 30, 2027, with key milestones including a first draft due October 15, 2026, second draft by December 31, 2026, and final plan due March 15, 2027.
The contract is financed partially through the Historic Preservation Fund, providing 60 percent federal funding and 40 percent local match. Bidders must have an active SAM.gov registration and provide general liability insurance coverage of $1,000,000 per claim and $3,000,000 aggregate, with the United States listed as an additional insured. Workers' compensation coverage is also required. The City of Douglas is an equal opportunity employer and does not discriminate in employment, including for individuals with disabilities. While no specific set-aside designations are explicitly mentioned, the project involves federal funding and requires compliance with various federal regulations including Title VI, Section 504, Title VII, and the Age Discrimination Act. Consultant fees are contingent upon reimbursement through the grant, with invoices processed only after approval of deliverables by the Georgia Department of Community Affairs. No specific budget range is provided in the documentation, but the comprehensive nature of the master plan suggests a significant professional services contract.
