About this opportunity

The Hawaii Tourism Authority is soliciting proposals for comprehensive destination brand marketing services for the Hawaiian Islands across North America major market areas—the U.S. East, U.S. West, and Canada—under RFP 27-01, with proposals due August 20, 2026. Services are limited to leisure travel marketing. No set-asides, preferences, or local-vendor requirements apply to this solicitation.

The scope encompasses destination branding strategy development, integrated marketing campaign execution, and performance measurement across three regional markets. Offerors must demonstrate prior experience as prime contractors on comparable destination marketing or tourism branding projects and submit at least three references documenting similar work. The contractor will manage consumer and travel-trade paid media (television, print, digital, radio, out-of-home), public relations activities, consumer and trade shows, travel-trade engagement, and social-media performance tracking across Facebook, Instagram, YouTube, and TikTok, with flexibility to propose alternative platforms. Monthly activity reporting with quarterly targets subject to HTA approval is required; the HTA reserves the right to modify performance measures during the contract term.

Proposals must include a cover letter, organizational capacity documentation, professional experience summaries, and a detailed brand marketing plan in a single PDF; separate Excel worksheets for budget allocation and activity measures; and comprehensive supporting documentation (corporate resolution, standard qualifications questionnaire, conflict-of-interest disclosures, subcontractor references with signed authorization letters, partnership opportunities, certificate of vendor compliance, and confidential information list if applicable). All offerors must be registered on HIePRO prior to submission and provide certification of non-debarment. Pricing must encompass all labor, materials, supplies, applicable taxes, and delivery costs. Contract terms and conditions are governed by Hawaii Revised Statutes Chapter 103D; contractors must obtain tax clearance certificates and certificates of compliance from the Hawaii Department of Labor and Industrial Records prior to contract commencement and maintain three-year record retention following final payment.
