About this opportunity
Travis County Healthcare District d/b/a Central Health is requesting proposals for a cloud-based Learning Management System and future Workforce Agility Platform under RFP 2606-002, with proposals due July 21, 2026 at 2:00 PM Central Time and a pre-proposal conference on June 29, 2026 at 2:00 PM via Microsoft Teams.
Central Health encourages good-faith partnerships with Historically Underutilized Business (HUB) certified subcontractors but does not identify a mandatory set-aside or participation goal. The vendor must meet HIPAA compliance, SOC 2 Type II certification, WCAG 2.1 accessibility standards, and deliver 99.9% system uptime with report generation under 30 seconds. The solution must integrate with Central Health's existing HRIS (UKG Ready/ADP) with daily data synchronization, provide Single Sign-On integration, support SCORM and xAPI eLearning standards, and deliver instructor-led training and virtual session capabilities.
The scope encompasses a SaaS platform that streamlines compliance training and certification tracking, improves reporting and audit readiness, reduces manual administrative work, and integrates with existing HR and IT systems. Optional future modules address Management & Career Pathways, Performance & Engagement, and Succession Planning. Central Health operates approximately 2,400 employees with potential growth to 5,000 and requires award by August 15, 2026, with implementation beginning Q3 2026 (estimated 90–120 days) and an effective date of October 15, 2026.
The initial contract term is one year with four optional one-year renewal periods. Evaluation weighs Functional Capabilities & System Fit (30%), Reporting, Analytics & Compliance Support (25%), Implementation Approach & Integration Capability (20%), User Experience & Adoption (15%), and Demo/Interview (20%). A revised response template allocates 10% to pricing. Proposers must submit transparent pricing including implementation, licensing, data migration, integration, training, and support costs with scalable pricing tables at defined user growth intervals (1,000; 2,500; 5,000; 10,000) and disclose any hidden costs. Questions are due July 7, 2026 at 5:00 PM with responses by July 14, 2026 at 5:00 PM. Proposals remain valid for 90 days following submission.
