About this opportunity

The Alaska Department of Transportation and Public Facilities is requesting proposals for a modern, cloud-based crew scheduling and management system to replace the current ATLAS crew dispatching system serving Alaska Marine Highway System (AMHS) ferry operations, with proposals due October 2, 2026 at 2:00 PM Alaska Time under RFP 2527H098. Amendment #1, issued September 10, 2026, revised the deadline from September 11 and incorporates Federal Transit Administration (FTA) provisions and required forms; the amendment is mandatory, and bidders must register with Procurement Officer Chris Hunt (chris.hunt@alaska.gov, 907-465-8448) upon downloading solicitation documents to receive all amendments.

The solution must be Software as a Service (SaaS) or Commercial Off-The-Shelf (COTS) software capable of automating complex crew scheduling for a fleet of nine vessels while managing three distinct union bargaining units—IBU, MEBA, and MMP—each with unique contractual requirements, seniority rules, and scheduling constraints. Bidders must hold a valid Alaska business license prior to award and comply with federal certifications regarding tax delinquency, felony convictions, Buy America compliance, and lobbying restrictions. Cyber and privacy liability insurance with limits not less than $10,000,000 is required.

The estimated contract budget is between $1.2 million and $1.5 million, with $1.5 million as the maximum allowable cost; proposals exceeding this cap will be rejected as non-responsive. Evaluation criteria are weighted as follows: Experience and Qualifications (50 points), Understanding of the Project (50 points), Methodology (100 points), Management Plan (90 points), System Requirements (310 points), and Cost Proposal (400 points), for a total of 1,000 points. Cost represents a minimum of 40 percent of total scoring. Proposal evaluations are scheduled to complete by October 9, 2026, with contract issuance anticipated October 20, 2026. Performance is contingent upon legislative appropriation and availability of federal funds. This is a single contract award to a qualified firm. The procurement is federally funded and subject to Title VI nondiscrimination requirements affording disadvantaged business enterprises full opportunity to submit bids.
