About this file

This is Amendment #3 to RFP 2527H098 issued by the Alaska Department of Transportation and Public Facilities for the ATLAS Replacement Project, a federally funded crew scheduling and management system modernization initiative for the Alaska Marine Highway System. The amendment modifies the proposal submission deadline to October 30, 2026 at 2:00 PM Alaska Time, addresses six questions received from bidders regarding document compilation, personnel location restrictions, solution platform approaches, partner scope presentation formats, and Buy America compliance applicability to SaaS solutions, and replaces Submittal Form G with an updated Cost Proposal form. The amendment is mandatory, requiring vendor signature and return with bid submissions. The cost proposal form requires bidders to provide firm fixed pricing across eleven initial implementation deliverables, recurring service costs for the initial contract term, and four one-year renewal options, with separate billing rates for transition assistance personnel.

The Cost Proposal form mandates comprehensive pricing that includes all labor, administration, overhead, materials, and profit necessary to complete project requirements. Bidders must complete all pricing fields without modifications or conditional pricing, with failure to submit the updated form resulting in proposal rejection as non-responsive. The State will use the Total Evaluated Contract Cost to calculate cost evaluation scores. Transition assistance personnel rates are identified separately and will not be evaluated for award but will establish contracted hourly rates if the proposal is successful. The amendment clarifies that configurable low-code/SaaS platform approaches are acceptable if functionality exists within the proposed solution and can be enabled through existing configuration tools; however, any requirements necessitating new development, modifications, or custom code must be clearly marked as "Requires Solution Modification" to enable fair evaluation across all proposal types. All RFP documents and amendments remain posted on the State of Alaska Online Public Notice website.

Questions and Answers

Question #1:

We have received Amendment 2; however, there is some confusion regarding what the final version of the RFP should look like, as Schedules B through G are missing from Amendment 2. Would you be able to issue a final consolidated version that includes the original RFP, all amendments, schedules, and any other relevant documents, so that suppliers have one final document to complete?

Answer #1 All Modifications and revisions to attachments to date from the original RFP as posted, were sent out to all registered bidders, only modified attachments were included with the amendment. All documents and amendments are posted and available on the State of Alaska Online Public Notice website located at https//aws.state.ak.us/OnlinePublicNotices/

RFP TITLE: ATLAS Replacement Project -Federally Funded

Question #2:

Alternatively, could you please provide guidance on how we should merge the original RFP with Amendment 2 to ensure we are working from the correct final version?

Answer #2 That is a bidder’s decision and responsibility.

Question #3:

Quick question on the Atlas Replacement RFP. A couple of our Subject Matter Experts that have worked on the systems for NOAA/USCG reside in the Netherlands. Will we still be able to use them on this project?

Answer #3 Please see RFP Section 3.07 Location of Work.

Question #4 would AMHS consider a configurable low code/SaaS platform approach like this as meeting the intent of the RFP, versus a traditional off-the-shelf maritime crewing product? This in our experience works out much better for such smaller but complex business rules.

Answer #4 Yes, AMHS would consider a configurable low-code/SaaS platform approach as meeting the intent of the RFP, alongside a traditional off-the-shelf product. That said, we want to be clear about what we mean by "met" in this context. If functionality already exists within the proposed solution and can be enabled or configured using existing, supported configuration tools that are part of the product offering, we're comfortable considering that requirement met. However, if meeting a requirement requires new development, modification of the underlying solution, custom code, or building functionality that doesn't already exist in the product, that should be marked "Requires Solution Modification." We're making this distinction deliberately. A platform's capacity to be configured to do something doesn't by itself tell us how much work, complexity, cost, or risk is actually involved in getting there. We want the proposal to clearly distinguish between functionality that exists today versus functionality that would need to be built or configured, beyond a light touch, specifically for AMHS. We're not looking to exclude platform-based solutions; we just need that line to be visible so we can evaluate proposals on a like-for-like basis.

Question #5 A proposed delivery package could map representative employee references between the DMS and one enterprise system, test missing acknowledgments and produce an integration-health view.

(Company redacted) could deliver the interface and acceptance tests under the qualified prime's plan.

Is there a prescribed format for presenting that partner scope and its evidence?

Answer #5 There is no prescribed format

Question #6 will the Buy America / Form 25D-151 apply to a SaaS solution?

Answer #6 Yes.
