About this file
Amendment #2 to RFP #2527H098 is issued by the Alaska Department of Transportation and Public Facilities for the ATLAS Replacement Project, a federally funded procurement for a modern, cloud-based crew scheduling and management system to serve Alaska Marine Highway System (AMHS) ferry operations. The project seeks a Software as a Service (SaaS) or Commercial Off-The-Shelf (COTS) solution capable of automating complex crew scheduling for a fleet of nine vessels while managing three distinct union bargaining units—IBU, MEBA, and MMP—each with unique contractual requirements, seniority rules, and scheduling constraints. Amendment #2 modifies the proposal submission deadline, extending it from September 11, 2026 to October 2, 2026 at 2:00 PM Alaska Time. A mandatory Amendment #1, issued September 10, 2026, incorporated Federal Transit Administration (FTA) provisions and required forms, answered bidder questions, and modified RFP sections and attachments. Proposals must be submitted in writing; faxed or oral proposals will not be accepted. The Procurement Officer is Chris Hunt (chris.hunt@alaska.gov, 907-465-8448). Bidders who download solicitation documents must register with the Procurement Officer to receive all amendments. Proposal evaluations are scheduled to complete by October 9, 2026, with contract issuance anticipated October 20, 2026. This is a single contract award to a qualified firm.
The estimated contract budget ranges from $1.2 million to $1.5 million, with $1.5 million as the maximum allowable cost; proposals exceeding this threshold will be rejected as non-responsive. Evaluation criteria are weighted as follows: Experience and Qualifications (50 points), Understanding of the Project (50 points), Methodology (100 points), Management Plan (90 points), System Requirements (310 points), and Cost Proposal (400 points), for a total of 1,000 points. Cost represents a minimum of 40 percent of total scoring. Bidders must hold a valid Alaska business license prior to award and comply with federal certifications regarding tax delinquency, felony convictions, Buy America compliance, and lobbying restrictions. Cyber and privacy liability insurance with limits not less than $10,000,000 is required. Performance is contingent upon legislative appropriation and availability of federal funds. The procurement is federally funded and subject to Title VI nondiscrimination requirements, affording disadvantaged business enterprises full opportunity to submit bids.
