About this file

This is a Cost Proposal submittal form (Submittal Form G) for RFP 2527H098, an ATLAS Replacement Project issued by the Alaska Department of Transportation and Public Facilities for federally funded crew scheduling and management system services. Offerors must provide firm fixed pricing for the initial implementation phase covering eleven deliverables including project initiation, system design, data migration, implementation, training, testing, and project closure. The cost proposal must also include pricing for the initial contract term and four one-year renewal options, with recurring services encompassing SaaS software subscriptions, hosting/cloud services, software maintenance and updates, technical support, service-level agreements, backup and disaster recovery, and security and compliance services. All pricing must be firm and fixed, include all labor, administration, overhead, materials, and profit necessary to complete the scope of work, and the proposal submission deadline was October 2, 2026 at 2:00 PM Alaska Time under Amendment #3 (a mandatory return amendment). Contract award was anticipated for October 20, 2026, with performance contingent upon legislative appropriation and federal fund availability.

The cost proposal section also requires offerors to identify proposed transition assistance personnel with applicable job classifications, hourly rates, and hourly billing rates; these rates are not evaluated for award consideration but become established contracted rates upon award. The estimated contract budget range is $1.2 million to $1.5 million, with $1.5 million as the maximum allowable cost threshold for proposal rejection purposes. Cost represents a minimum of 40 percent of the total 1,000-point evaluation score (400 points), making pricing a significant evaluation factor alongside experience and qualifications (50 points), understanding of the project (50 points), methodology (100 points), management plan (90 points), and system requirements (310 points). The procurement is federally funded and single-award, subject to Title VI nondiscrimination requirements, with proposals exceeding the cost cap automatically rejected as non-responsive.
