About this opportunity
The City of Eugene is requesting proposals for an Owner's Representative to manage Downtown Riverfront Construction Projects under a multi-year Master Agreement, with sealed proposals due October 21, 2026 at 2:30 p.m. via OregonBuys under RFP 20272009.
The scope encompasses comprehensive project management, design coordination, construction management, technical assessment, and commissioning services across two project categories: "Near Horizon" projects (Riverfront Connections, Parcel 8 Food Hall, Eugene Riverfront Utility Resolution) and "Far Horizon" projects to be implemented contingent on future funding and policy decisions. The Owner's Representative will oversee preliminary design, final design, bidding, construction observation, and incidental services including geotechnical investigations and topographical surveying. A critical responsibility is utility conflict resolution; utility location work has been completed and the Owner's Representative will develop options for resolving utility conflicts subject to City approval, coordinate site documentation sharing with design consultants and engineers, and facilitate additional surveying or geotechnical testing as needed.
The Master Agreement expires December 31, 2027, with an option for the City to extend for up to four additional one-year terms by mutual agreement. Compensation will be negotiated for each individual project, with the City making progress payments based on monthly invoices and progress reports. The awarded firm must maintain Commercial General Liability insurance of not less than $2 million combined single limit per occurrence with $3 million aggregate, Automobile Liability of $2 million, Professional Liability of $2 million, and Workers' Compensation insurance as required by Oregon law.
Proposals are limited to 30 pages and will be evaluated on a 100-point written basis: Cover Letter (15 points), Project Team and Qualifications (25 points), Experience (35 points), and Project Approach and Methods (25 points), plus an optional 25-point interview component. The City encourages Minority, Women, and Emerging Small Businesses participation at prime and subcontracting levels and requests implementation of sustainability and social equity practices. The non-mandatory pre-proposal conference occurred September 30, 2026; twelve organizations attended. Questions are due October 13, 2026 by 4:00 p.m.; the protest deadline is October 14, 2026 by 4:00 p.m. Notice of Intent to Award is anticipated by November 30, 2026. Funding is provided by the Urban Renewal Agency.
