About this file

This addendum document, issued by the City of Eugene Purchasing Office, amends RFP 20272009 for an Owner's Representative for Downtown Riverfront Construction Projects. The solicitation seeks a qualified representative to manage utility conflict resolution and coordinate with design consultants and engineers for downtown riverfront construction initiatives. A non-mandatory pre-proposal conference was held virtually on September 30, 2026, with sealed proposals due by October 21, 2026 at 2:30 pm. The contract award is expected by the end of November 2026. Utility locations and accompanying drawings have been completed for the projects, and the Owner's Representative will develop options and plans for resolving utility conflicts subject to City approval. Additionally, the Owner's Representative will coordinate the sharing of existing site documentation with design consultants and engineers, and facilitate any additional surveying or geotechnical testing determined necessary during the initial contract phase.

Twelve organizations and individuals attended the pre-proposal conference, including representatives from Kimley-Horn, Klosh Group, SOJ, HDR, T&R Consulting Partners, OTAK CPM, Terracon, Globality Consultancy, Chambers Construction, Palouse Hills Consulting, and DCM Consulting. The addendum confirms that utility location work has been completed and is not awaiting Agency Board approval, streamlining the timeline for the Owner's Representative to begin conflict resolution work immediately upon contract award. The solicitation indicates that the City possesses significant existing information on all project sites, which will be provided to support the consultant's work and inform whether additional investigation is required.

Date: October 2, 2026 To: All Potential Proposers From: Michelle Hahn, Purchasing Analyst Subject: RFP 20272009 Owner’s Representative for Downtown Riverfront Construction Projects

ADDENDUM NO. 1

The solicitation referenced above is amended as follows.

1. Answer questions received during pre-proposal meeting.

Q. The Near horizon project list and RFP timeline of work for utility resolution, says expected to have a decision to move forward by end of this year. RFP award states by end November. How far into exploring options have you gone or is that going to be first thing hitting the ground on contract award?

A. Utility locations have been done for this project with accompanying drawings. This is not a project that needs to go to Agency Board for approval. The Owner’s Rep would help develop options for resolving each conflict, a plan for resolving each conflict, and resolve the conflicts according to the plan approved by the City.

Q. Have any surveys or geo tests been done to find out soils or archaeology in the area or will Owners Rep proceed with that?

A. We have significant information on all of the sites. As part of our initial work with the Owner’s Rep, we will share existing documentation and get feedback about any additional work that might be needed; ultimately, we’ll review with design consultants/engineers to make sure they have all the information needed for the project work. The Owner’s Rep would help us secure testing/reporting if we determine additional work is needed.

2. Provide attendance sheet from pre-proposal meeting.

All other specifications, terms and conditions remain unchanged.
