About this opportunity

Habersham County Board of Commissioners is requesting proposals for HVAC replacement at two county facilities under RFP 2027-07, with proposals due November 4, 2026, at 10:00 a.m. and a mandatory pre-bid meeting on October 22, 2026, at 10:00 a.m. at the Ruby Fulbright Aquatic Center. The RFP encourages participation from Minority Business Enterprises, Female Business Enterprises, and Small Business Enterprises as subcontractors or independent bidders but does not establish a set-aside or hard participation goal.

The scope comprises two independent projects priced separately: replacement of three heat pump units at the Ruby Fulbright Aquatic Center (one 15-ton and two 20-ton Carrier units) and installation of one new HVAC system at the Habersham County Fleet Shop (approximately 130 feet by 60 feet with 40-foot ceiling). Bidders must provide separate line items for equipment, labor, and other costs within each project part. All bidders must submit proof of General Liability Insurance ($1 million per occurrence minimum), Workers' Compensation Insurance (Employer's Liability Bodily Injury by Accident $100,000 per accident; Bodily Injury by Disease $500,000 policy limit / $100,000 per employee), and Auto Liability Insurance ($1 million per occurrence), with Habersham County listed as an additional insured. E-Verify compliance is mandatory; contractors without employees must provide state-issued photo identification. Three business references are required. Proposals will be evaluated on unit quality and efficiency, warranty offerings, and cost.

Written questions are due October 29, 2026, at 10:00 a.m. The tentative award date is November 18, 2026. The contract term extends from award through completion. All proposals are irrevocable for 90 calendar days and become public records. Bidders must certify they have not filed bankruptcy within the previous seven years. Habersham County is tax-exempt and will provide documentation upon request.
