About this opportunity
Orlando Utilities Commission (OUC) is requesting proposals from qualified electrical contractors to provide general electrical services on an as-needed basis supporting OUC District Cooling's chilled water equipment, facilities, and distribution systems under RFP 2026 PR 9239, with proposals due August 13, 2026. OUC reserves the right to award one or more contracts in whole or in part.
Scope encompasses inspection, troubleshooting, repair, maintenance, installation, testing, and related electrical support services necessary to maintain reliable operation of the District Cooling chilled water infrastructure. The contract spans multiple fiscal years (2026–2030) with separate price schedules for each year.
Minimum qualifications include a current Florida Certified or Registered Electrical Contractor License and a minimum of fifteen years of commercial and/or industrial electrical services experience. Proposers must maintain an office within sixty miles of OUC's primary service area or demonstrate capability to meet required response times: routine service response within twenty-four hours and emergency response within two hours of notification. Proposers must submit a current Safety Manual, Quality Assurance/Quality Control Manual, and Drug-Free Workplace Policy documentation, along with proof of insurance coverage with minimum limits of $2 million Commercial General Liability and $1 million Commercial Automobile Liability.
Proposers must submit fully burdened hourly labor rates organized by labor classification, with pricing itemizing labor, materials, equipment rentals, subcontractors, overhead, and profit as separate line items. All pricing must remain firm for the contract period. Payment discounts of one percent for payment within twenty days and three percent for payment within ten days apply; net payment is due at thirty days.
The qualification form requires submission of company history, relevant project experience, key personnel resumes, subcontractor qualifications, organizational charts, project approach methodology, safety performance data including OSHA rates and Workers' Compensation Experience Modification Rates, financial reports and revenue data for the preceding three to five years, and three pre-verified references for similar electrical chilled water services completed within the past five years.
Mandatory compliance forms include a sworn statement under Florida Statutes Section 287.133 and 287.135 regarding public entity crimes and scrutinized companies (prohibiting companies on the Scrutinized Companies with Activities in Sudan List or Iran Petroleum Section from bidding on contracts valued at $1 million or more), a dispute disclosure form, an addenda acknowledgment section, and an anti-human trafficking affidavit under Florida Statute Section 787.06. Exceptions to specifications must be submitted on the designated form; failure to do so will result in the proposal being construed as fully compliant. Proposals with exceptions not submitted on the designated form may be rejected.
