About this opportunity
Hays County Purchasing Office is requesting proposals for a League Provider and Operator to program, manage, and maintain the Hays County Sportsplex under RFP 2026-P15, with proposals due July 20, 2026 at 10:00 a.m. Central Time. The operator must comply with Revenue Procedure 2017-13, which mandates that compensation be structured as reasonable management fees rather than profit sharing and restricts the County's ability to delegate control over budgets, capital expenditures, facility rates, and use types — a central constraint for tax-exempt bond-financed facilities.
The facility is an 18+ acre complex at 2880 Goforth Road in Kyle, Texas, comprising four baseball fields, one softball field, two multipurpose fields, a basketball court, and associated buildings, bathrooms, and bleachers. The operator must provide day-to-day maintenance, league programming, tournaments, camps, clinics, instructional programs, and continuous seven-day-per-week operations. All operational costs—staffing, utilities, supplies, contractual services—fall to the operator.
The initial contract term is August 2026 through July 2036 (10 years), with negotiable renewal options that cannot exceed a total contract term of 30 years. The anticipated award date is August 2026. Hays County will fund operations through tax-exempt municipal bonds and County budget allocations.
Proposals are evaluated on a 100-point scale: Program Fees (20 points), Profile and Experience of the Organization (35 points), and Organizational Structure and Program Overview (45 points). Respondents must submit audited financial statements or EBITDA statements demonstrating financial stability; provide three professional references for similar services; maintain comprehensive insurance coverage with a $2 million general aggregate liability limit; ensure all coaches hold recognized certifications and pass criminal background checks; and comply with HUB practices, debarment certifications, conflict-of-interest disclosures, and federal and state statutory certifications regarding boycotts and divestment.
A facility tour is scheduled for July 8, 2026 at 9:00 a.m. (attendance encouraged but not mandatory). Written questions are due July 9, 2026 at 5:00 p.m. Addendum 1, issued June 25, 2026, corrected draft solicitation documents; bidders must acknowledge receipt of the addendum with their proposals or face rejection as non-responsive.
