About this opportunity

The Commonwealth of Kentucky's Department for Facilities and Support Services and Department of Military Affairs has issued Request for Proposal RFP-200-21 for a design-build solar lighting upgrade project at the Richmond Armory in Madison County. The procurement seeks a design-builder to install a utility grid-tied rooftop photovoltaic (PV) system with a minimum 45 kW AC rating (52.65 kW DC) capable of producing at least 42,000 kWh annually. The project also includes LED replacements for interior cold storage luminaires, specifically 25 two-bulb T12 fixtures in cold storage building number 1 and 42 one-bulb T5 fixtures in cold storage building number 2, with requirements for LED fixtures consuming no more than half the current wattage and providing a minimum luminance of 20 foot-candles. Proposals are due May 4, 2021, at 2:00 p.m. Eastern Time via electronic submission through MOVEit, with a pre-proposal site visit available by appointment with Will Phillips at 502-607-1301. The evaluation criteria will weight corporate background and capability (15 points), project staff and organizational structure (10 points), past performance and experience (10 points), references (5 points), building systems and components (10 points), guaranteed maximum price (25 points), and price per kW AC rating (25 points), totaling 100 possible points.

Minority business enterprise participation is explicitly encouraged for this contract, and all design professionals and construction trades must be Kentucky-licensed. The project requires proposers to submit a 5% bid bond based on the Guaranteed Maximum Price and provide proof of 100% payment and performance bonding capability. The maximum budget for this project is set at $160,000, with any proposal exceeding this amount facing automatic disqualification. The project timeline requires substantial completion within 120 calendar days and final completion within 30 calendar days following substantial completion, with a one-year construction warranty period. Liquidated damages are established at $250 per calendar day for delays in substantial completion and $125 per calendar day for delays in final completion. The contract will be structured as a firm-fixed-price arrangement, with design-builder responsibilities including all permitting, design, and construction costs, as well as payment of plan review and inspection fees to the Department for Housing, Buildings and Construction.
