About this file
This Request for Proposal (RFP-200-21) is issued by the Commonwealth of Kentucky, Department for Facilities and Support Services, Division of Engineering and Contract Administration, in partnership with the Department of Military Affairs for design-build services at the Richmond Armory in Madison County, Kentucky. The project encompasses the design and installation of a utility grid-tied rooftop photovoltaic (PV) system with a minimum 45 kW AC rating and 52.65 kW DC rating capable of producing a minimum of 42,000 kWh annually, along with LED replacements for interior cold storage luminaires with timer switches. The scope includes 25 two-bulb T12 fixtures in cold storage building number 1 and 42 one-bulb T5 fixtures in cold storage building number 2, all requiring replacement with LED fixtures consuming no more than half the wattage of current systems and providing a minimum luminance of 20 foot-candles at 3800K-4200K color temperature. The pre-proposal site visit is available by appointment with Will Phillips at 502-607-1301, with the deadline for questions set at April 25, 2021, 4:00 p.m. Eastern Time. Written proposals are due May 4, 2021, at 2:00 p.m. Eastern Time via electronic submission through MOVEit. Evaluation and notification are anticipated for May 6-7, 2021, with design-builder contract award anticipated in May 2021. The project schedule requires substantial completion within 120 calendar days and final completion within 30 calendar days following substantial completion, with a one-year construction warranty period.
The design-build budget is established at a maximum not-to-exceed amount of $160,000, with the contract structured as a firm-fixed-price arrangement. The Guaranteed Maximum Price (GMP) proposal will be scored alongside technical qualifications, with evaluation criteria weighted as follows: design-build team corporate background and capability (15 points), project staff and organizational structure including minority business enterprise participation (10 points), past performance and experience (10 points), references (5 points), required building systems and components (10 points), guaranteed maximum price (25 points), and guaranteed maximum price per kW AC rating (25 points), totaling 100 possible points. Any proposal exceeding the $160,000 maximum will be disqualified. Proposers must submit a 5% bid bond based on the GMP and provide proof of 100% payment and performance bonding capability. The project includes all permitting, design, and construction costs, with the design-builder responsible for payment of plan review and inspection fees to the Department for Housing, Buildings and Construction. Liquidated damages are assessed at $250 per calendar day for delays in substantial completion and $125 per calendar day for delays in final completion. II. PROJECT DESCRIPTION
The scope of this project includes all work required to design, provide and install the following: a complete system for a utility grid-tied roof mounted photovoltaic (PV) solution for the Kentucky National Guard at the Richmond Armory in Madison County, Kentucky producing a minimum of 63,000 kWh’s annually (First Year). Work of this contract includes provision and installation of new LED replacements for all cold storage interior luminaires with timer switches. The work shall be in accordance with Request for Proposal Documents.
General Description of Work: The Design-Builder shall provide any and all design and any and all construction services required and/or necessary for the complete design and construction of the Project. Services shall include compliance with all governing laws, regulations and codes. Services shall include obtaining all regulatory permits and approvals, including from the Department of Housing, Buildings and Construction (HBC). Any fees due to the Dept. of Housing, Buildings and Construction (HBC) for plan review and for electrical inspection will be paid by the Design-Builder. The selected Design-Builder shall prepare and submit any and all submittals required by HBC or any other governmental agency having jurisdiction. The design and construction of this Project will not require the approval of the County since this is Commonwealth of Kentucky property. It will require approval by the state entity of HBC.
PHOTOVOLTAIC ARRAY
The ultimate goal of this project is to provide a grid-tied photovoltaic (PV) solution for the Kentucky National Guard. This system is to be installed on the existing roof of the Richmond Armory. The site is located at coordinates [37.74144, -84.26537] east of Lake Reba. The existing roof is under a roof warranty and both roof and building are to be protected during installation of the new solar system and shall remain weathertight. Any leaks shall be addressed immediately by the design-builder with manufacturer recommended sealing measures for existing materials. Roofing repairs to be done by
The Briden Company at Design-Builder expense in order to maintain the existing roof warranty 2 year labor/materials agreement and the roofing must be Firestone approved materials to maintain the Firestone warranties in the attachments. Damage to the roof will be evaluated by the Owner for extent of repairs and/or replacement by the design-builder at no cost to Owner.
The Inverters shall have an AC rating of 45KW and the PV Array shall have minimum DC rating of
52.65 KW. The minimum ratio of AC rating to DC Rating shall be 1.0 : 1.17. The system shall produce a minimum of 42,000 kWh’s annually (First Year). The KYARNG determined this information using NREL’s PV WATTS Calculator, see attachment.
The PV system shall have inverter(s) with Ethernet connected gateways capable of BACnet communication protocols over IP for integration to existing building automation systems as well as provide a web-based stand-alone front end. The stand-alone, secured, web-based front end shall be capable of continuous monitoring, measuring and recording individual inverter’s production as well as total photovoltaic system production, and building electric consumption giving immediate feedback.
The stand-alone web based front end shall have built in memory capacity capable of recording a minimum of 25 years of data. The contractor will be responsible for setup and commissioning of the stand-alone front end.
The Contractor is responsible for installing green CAT5e communication cable from the web-based stand-alone front end to the IT server at the facility. Modules may be installed as roof mounted ballast on the armory, direct roof mounted on the Cold Storage building, solar covered parking structure, or any combination thereof. All PV equipment must be protected from damage that might occur from vehicles or equipment that is used in the general day to day activities of the facility.
INTERIOR LIGHTING
There are currently twenty-five (25) 2-bulb T12 fixtures in the cold storage building number 1. It is the desire of the KYARNG to replace the fluorescent fixtures with LED fixture’s that require no more than half (1/2) the wattage of the current system and provides a minimum luminance level of 20 foot candles
(fc) at a color temperature of 3800K-4200K. All cold storage luminaries shall be controlled by a timer switch.
There are currently forty-two (42) 1-bulb T5 fixtures in the cold storage building number 2.
It is the KYARNG’s objective that these replacement LED components will have a minimum of 100,000 hour useful life with less than 70% degradation before a possible replacement is necessary for all luminaries. All luminaire components shall have a minimum five (5) year parts and labor warranty from date of purchase. The design and installation should provide an appropriate level of quality to ensure the continued use of the luminaries and components over the 100,000 hour time period with the application of reasonable preventative maintenance and repairs that would be industry-acceptable to a major civilian sector project owner. The project site should be developed for efficiency and to convey a sense of unity or connectivity throughout the installation.
