About this opportunity

The Utilities Commission, City of New Smyrna Beach, Florida is requesting proposals for professional services related to planning, entitlement, and conceptual development of the Western Utility Complex, a 600-acre municipally owned property, with proposals due July 16, 2026 at 2:30 p.m. The RFP includes two separately awardable components that respondents may pursue independently or jointly.

Component A addresses public parcel delivery and planning for NSBU's operational facilities, including headquarters, fleet maintenance, water field operations, and system operations consolidation. Component B focuses on private parcel entitlement strategy and master planning for potential mixed-use development on the remainder of the property. Approximately 60% of the site comprises wetlands; the remaining 40% is potentially developable. NSBU anticipates dedicating approximately 97 acres for public utility purposes, with space requirements to be validated during planning in coordination with the City of New Smyrna Beach and Volusia County.

Respondents must be authorized to transact business in Florida, hold all required licenses and certifications, and not be suspended or debarred from public contracting. The RFP permits subcontracted support for parcel research, survey coordination, sketches, legal descriptions, and easement services provided all subcontractors and scopes are disclosed. Respondents are responsible for retaining and compensating all necessary professionals, including land use attorneys, civil engineers, surveyors, biologists, and architects, though NSBU reserves the right to separately procure certain professionals without relieving the proposer's obligation for its own team or costs unless expressly stated in a definitive agreement.

No fixed contract value or pricing structure is specified. NSBU will negotiate fees and scope with selected respondents following evaluation. Interim financing for Component A, if proposed, must include a standalone term sheet detailing sources, uses, fees, draw conditions, security, maturity, and takeout strategy while preserving NSBU's fee ownership and control. Conceptual master plans must be tailored specifically to the subject property and site conditions; unmodified plans from prior projects will not be accepted. The final questions deadline was June 19, 2026, and Addendum No. 1 was issued June 29, 2026. Bid opening occurs July 16, 2026 at 3:00 p.m. with remote attendance available. Selected respondents will execute component-specific definitive agreements prior to commencement, with potential options or rights of first refusal for future phases subject to NSBU approval.
