About this opportunity

The Massachusetts Bay Transportation Authority (MBTA) has issued a Request for Proposals (RFP) for water transportation services on Route F2H, which operates between Hingham, Hull, Logan Airport, and Boston. The successful contractor will be responsible for providing and maintaining the vessels, as well as operating the ferry service according to the specified schedule, which runs 7 days per week during the summer season and 5 days per week during the off-season. The MBTA owns four 149/150-passenger catamaran ferry vessels that will be provided to the contractor for this service. Proposals are due on August 27, 2018 by 12:00 PM EDT, and the contract is expected to have a duration of multiple years. The RFP provides detailed requirements for the contractor's responsibilities, including vessel maintenance, ticketing and fare collection, staffing, safety and security procedures, reporting, and other operational aspects. Pricing proposals must be submitted in the format provided, with fixed costs per trip as well as an annual fixed operator management fee.

The MBTA has a Disadvantaged Business Enterprise (DBE) goal for this contract, and the contractor must comply with all applicable laws and regulations, including the Americans with Disabilities Act (ADA) and U.S. Department of Transportation drug and alcohol testing requirements. The RFP also includes corresponding bids for two other routes, F1 and F4, and the MBTA may award individual routes or all three routes to the selected vendor(s) based on potential operational efficiencies. The MBTA has not provided an estimated contract value or budget range for this procurement.
