Route Schedules The operator shall provide ferry service per the schedule set by the Authority. This service operates from Hewitt’s Cove in Hingham and Pemberton Point in Hull to Logan Airport and Long Wharf in Boston. The service must be provided as follows and according to the schedule in Attachment N.
Days of Service Contractor is required to operate this service seven (7) days per week between, and including, from Memorial Day weekend through Columbus Day weekend. Contractor is required to operate the service five (5) days per week for the remainder of the year, Monday through Fridays.
Service is not required on the following holidays:
· New Year’s Day
· Thanksgiving Day
· Christmas Day Saturday service is provided on the following holiday:
· 4th of July Sunday service is provided on the following holidays:

Passenger Ferry Vessels Overview The Authority currently owns four (4) 149/150-passenger catamaran ferry vessels that are equipped for bow loading (see Descriptions in Attachment B). These will be provided to the successful Offeror for operation of Route F2H.
Operator shall primarily use the two newer vessels (Glory and Champion) to operate the F2H service. However, all four vessels shall be kept in a service ready-condition. The two older vessels (Flying Cloud and Lighting) shall primarily be used as back up vessels, but shall be periodically scheduled into revenue service to ensure that they remain operable and service-ready. Offeror shall propose a schedule for incorporating Flying Cloud and Lighting into regularly scheduled, but infrequent service, a minimum of once every two weeks per vessel.
Contractor shall ensure that Champion and Glory are cycled so that their hours of operation during the contract remain within 10% of each other. Further, each of these two vessels contains two generators, although a single generator can supply the needed power for each. Contractor shall alternate the use of each vessel’s generators so that the hours of operation for the two generators on a vessel remain within 10% of each other.
The current F2H schedule requires only two vessels to operate, plus one spare. Therefore, the Authority shall have the right to temporarily, or permanently reduce the number of vessels available to the contractor to three (3), via a Fleet Service Change (see Section 2.17). Offerors shall therefore provide prices in the format provided in Attachment A based on operating and maintaining Glory, Champion, and one (1) of either Flying Cloud or Lighting. Offeror shall provide a separate add-on price in the format provided in Attachment A that includes the difference in cost to operate and maintain the fourth vessel (Flying Cloud or Lighting) per the contract requirements.
Maintenance of Authority-Owned Vessels The Contractor will furnish all labor, personnel, material, replacement parts, components, tools, equipment, lubricants and supplies to provide and perform full and complete preventative maintenance, service, repairs, inspection and testing of the Authority’s vessels, support systems, property and associated equipment in accordance with the original equipment manufacturers’ (OEM) recommendations.
The Contractor shall maintain the Authority’s vessels under this contract in first class operating condition, maintaining the speed, safety and efficiency as specified and designed by the original vessel manufacturer and in accordance with applicable codes, laws and regulations prior to and throughout the contract period.
The Contractor shall systematically maintain, service, repair, and test the Authority’s vessels, component systems and equipment in strict accordance with the original vessel and equipment manufacturer’s specifications and instructions (See Attachment D and Attachment F for general maintenance intervals and major components on the vessels), US Coast Guard and MBTA requirements. All workmanship associated with the maintenance, service, repairs, inspections and tests shall be consistently of the highest quality. Workmanship shall conform in all respects with OEM and best marine industry practices to assure peak vessel performance and to protect the vessels and docks from premature deterioration. Contractor shall use OEM parts, lubricants and other materials. The deferral of maintenance, service, repairs, inspections and tests will not be accepted.
The Contractor shall service, inspect, maintain and clean equipment to satisfy the requirements of the Authority’s Ferry schedule (see Attachment L).
As part of its proposal, the Offeror shall submit for approval a comprehensive Vessel Maintenance Plan (VMP), as described in Section 2.2.3.
The Contractor shall also be aware of and adhere to the Accessibility guidelines of US Access Board, Passenger Vessel Accessibility Guidelines (PVAG) and shall maintain all related signage and systems in a state of good repair.
The Contractor shall conduct an annual dry dock inspection of each vessel. During this inspection the Contractor shall haul each vessel, clean the bottom of all marine growth, visually inspect and replace anodes as required and renew the bottom coating. During this time USGC inspection and maintenance shall be completed. Also see Section 2.2.6.1 regarding the first dry dock inspection for Champion and Glory.
The Authority shall have the right to stop, alter or in any way affect the progress of the Contractor’s work on Authority-owned vessels if it is not being performed in strict accordance with the contract requirements and obligations. The Authority reserves and, if need be, shall exercise this right without incurring any additional costs or claims at any time throughout the duration of the contract.
Unscheduled Repairs:
The Contractor shall make, at is expense, all unscheduled repairs to the vessels. The approval procedure for unscheduled repairs is as shown in the table below, based on the estimated repair time. If the estimated manhours and/or days out of service indicate different approval levels required, Operator shall obtain email approval from the Authority, unless the Authority indicates otherwise
Estimated Repair Manhours
Estimated Days out of Service
Approval Required
< 39 man hours 0 to <2 days Contractor shall act on its own approval of work at their expense.
40 or more man hours 2 or more days Contractor shall notify the MBTA and repair the vessel at their expense.
Capital/Overhauls
Contractor shall obtain approval of a Project Initiative (PI) from the Authority.
Unscheduled repairs shall be defined as the repair/replacement of any component and/or system that fails prior to the OEM recommended service life, overhaul limit or OEM service bulletin compliance. The Authority will consider any unscheduled failure of a major component or obsolescence as Capital/Overhaul provided that the Contractor can demonstrate that the system has been maintained using best practices and in accordance with the OEM recommendations.
The Offeror shall include in their proposal a cost, schedule and scope of work to routinely remove and overhaul both style Jet Drives used by the MBTA’s vessels. Offeror shall also provide per unit pricing to overhaul engines and generators per OEM requirements on both types of vessels.

The contractor shall make the fuel specification available to the MBTA biannually or upon request.
Manufacturer’s Warranties The Contractor shall fully comply with the terms and conditions of any manufacturer’s warranty on the vessels, component systems and equipment. The Contractor shall cooperate with the Authority regarding the fulfillment of any warranty obligations by the manufacturer. This includes notifying the Authority or of any failures under warranty prior to repair, and providing the Authority with any information or support services necessary for the administration of any such warranty. Since some manufacturer warranties include repair of failed components by the manufacturer, the Contractor shall receive Authority approval prior to performing repair or replacement of any items under warranty. The Authority shall have the right to assign user accounts to employees of the Authority, Authority contractors, and any other appropriate users at the Authority’s sole discretion.
All data reported in this system must have the ability to be sorted by task, part number, date, employee performing work, hours, location, repeat failures as defined by part number, task, or equipment ID and supervisor. The work order must define the work scope, action taken (example: replace, repair), time to accomplish task and amount of material consumed to perform task (if applicable). Free form text cannot be accepted to close a work order. The system shall be maintained such that sufficient detail is attached to each record to document the description of a failure and the corrective action taken. All data entered into the MMS pertaining to the Authority’s vessels shall be the property of the Authority.
All changes to MMS administration, program upgrades, and required use will be utilized by the Operator in accordance with all current and future MBTA practices and procedures.
