About this file

This document is a pre-bid conference note for Request for Proposals (RFP) #103C-18 for Water Transportation Services on routes F1, F2H, and F4 issued by the Massachusetts Bay Transportation Authority (MBTA). The note provides updates and clarifications to the RFP, including amendments to the RFP documents, pricing requirements for bidders to provide separate pricing for being awarded individual routes versus all routes, and a technical response checklist for RFP #103C-18 Route F2H. The RFP seeks proposals for water transportation services, with specific requirements outlined across various submittal areas such as passenger vessel, dock and facilities, general maintenance, ticketing and revenue, personnel, compensation, safety and security, policies and procedures, management plan, and marketing plan.

The pricing requirements request bidders to provide separate pricing for each route if awarded individually versus if awarded all routes to account for potential operational efficiencies. The RFP also outlines various submittal requirements across technical, operational, and management areas. Bidders must provide information such as vessel maintenance plans, dock and facilities plans, maintenance management plans, fare collection procedures, personnel qualifications, and safety and security documentation.
