About this opportunity
The Commonwealth of Massachusetts Department of Mental Health (DMH) is issuing a Request for Application (RFA) for a Group Transportation Master Agreement to establish a pool of qualified providers that can quickly transport DMH patients, clients, and staff as needed. The RFA seeks providers with the capacity to transport a minimum of 48 adult individuals at one time, and at least 3 years of experience providing safe and dependable charter transportation services. Applicants must demonstrate sound fiscal condition, operating authority, maintenance/safety plans, and other qualifications. The Review Committee will evaluate the Provider's Qualifications and Service Application Form and the Cost Response Workbook to determine if the applicant is qualified. The initial contract term will be 1.5 years, with up to 9 one-year renewal options.
The procurement is subject to the Small Business Purchasing Program, so SBPP participants will be prioritized when available. DMH anticipates approximately $250,000 in annual expenditures and reserves the right to obtain transportation services from other sources when in its best interest. The RFA has no set deadline, and applications can be submitted at any time up to June 1, 2035, with the first review and contract award period by October 2024. Vendors will be reimbursed on a unit rate basis for the transportation services provided.
