About this opportunity

The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is requesting information on Software-as-a-Service solutions for the Maryland Workforce Exchange (MWE) platform under RFI BPM053906, with responses due December 3, 2025. This is an information-gathering phase preceding a future procurement; the RFI explicitly states that responses do not guarantee future contract awards.

DWDAL seeks a fully built, vendor-hosted SaaS solution capable of replacing the current MWE system upon contract expiration in December 2028. The scope encompasses labor exchange functions, job seeker registration and search, employer job posting and customized search, training provider accounts, advanced case management, workforce staff service tracking, document management with electronic signatures, and federal reporting compliance across WIOA Titles I and III, Wagner-Peyser Act, Trade Adjustment Assistance, Apprenticeship, and Eligible Training Provider List programs. The solution must integrate with the MD BEACON unemployment system, Maryland UI system, Labor Market Information database, Salesforce, and interview-skills vendors via bi-directional data exchange. Required technical capabilities include FedRAMP-compliant hosting with all data stored within U.S. boundaries, support for English and Spanish languages, Section 508 accessibility compliance, audit trails and logging for federal compliance, responsive web and mobile interfaces, skills and interest assessments, WorkKeys integration, individual employment plans, executive-level reporting with SQL and Power BI tools, and single sign-on integration. Vendors must provide complete technical stack deployment and pre-go-live customization.

The current MWE system, implemented in 2011, serves 32 American Job Centers and 13 local workforce development boards, processing 2.89 million annual web hits, 153,857 job orders, and 21,017 new user enrollments. The state's database contains 1.65 terabytes of historical data requiring migration. DWDAL welcomes responses from public, private, or non-profit organizations with demonstrated experience managing state workforce programs and organizations of similar size and scope. Vendor presentations occur November 26, 2025 at noon. Questions were due November 13, 2025. No contract value, budget range, set-asides, or incumbent information is disclosed in the RFI. Federal workforce funding has been identified as the funding source.

Opportunity text

DWDAL seeks information about solutions capable of delivering the essential services to support the division's MWE. The main objective of the RFI is to obtain information from qualifying vendors that articulate their ability to not only perform current MWE functions but enhance them while simultaneously meeting all US Department of Labor (USDOL) and state administrative-specifically reporting- requirements. The division requests that responders provide a detailed description of any relevant offerings aligned with the specifications included herein. The division is interested in technologies, capabilities, and service models, including AI-powered solutions that can enhance standard operations and automation. While DWDAL welcomes responses from interested public, private, or non-profit organizations, the ideal vendor will have experience with state workforce oversight programs as well as with organizations of similar size and scope.
