About this file
This document contains vendor responses to a Request for Information (RFI) issued by Maryland's Division of Workforce Development and Adult Learning (DWDAL) regarding the Maryland Workforce Exchange (MWE) SaaS platform. The RFI seeks information from vendors capable of delivering workforce development services while enhancing current MWE functions and meeting U.S. Department of Labor and state administrative reporting requirements. The state requires a single, fully integrated solution that combines Labor Exchange, Labor Market Information management, Eligible Training Provider List management, Apprenticeship tracking, Case Management, Assessments, and federal reporting functionalities. Key system requirements include the ability to store Bureau of Labor Statistics data and real-time labor market data searchable throughout the platform, vendor-provided assessment and career exploration tools integrated with job postings and training opportunities, green jobs listings displayed as a distinct system subset, native Spanish language translation with Google Translate support for other languages, and 24/7 technical support for all end users addressing critical issues. The scope encompasses Title I and Title III workforce programs along with local grants and apprenticeship programs, but excludes Title II Adult Education and does not require statewide adult learner management or NRS reporting compliance. A presentation is scheduled for November 26 at noon, with the response deadline set for December 3, 2025.
The document does not contain information regarding pricing terms, set-asides, incumbent vendors, contract funding sources or amounts, or renewal options. The RFI indicates the state's interest in both technology capabilities and service models, including AI-powered solutions for enhanced automation and operations. DWDAL welcomes responses from public, private, or non-profit organizations with experience managing state workforce oversight programs and organizations of similar size and scope. The current system tracks training-related expenses including tuition, books, fees, and participant-specific costs, and live chat technical help desk assistance must be available to job seekers, employers, training providers, and staff members.
