About this file
This is a Request for Information (RFI) document issued by the Maryland Department of Labor's Division of Workforce Development and Adult Learning (DWDAL) seeking vendor information regarding a Software-as-a-Service (SaaS) solution to replace the Maryland Workforce Exchange (MWE). DWDAL seeks detailed information from qualified vendors on their capabilities to deliver enhanced workforce services while maintaining compliance with US Department of Labor and state administrative requirements, including federal reporting standards under WIOA, Wagner-Peyser Act, TAA, and related programs. The RFI encompasses general system functionality, reporting capabilities, technical architecture, integration requirements, and ongoing support services. Key dates include a questions deadline of November 13, 2025 at 2:00 p.m. EST, answers posted by November 18, 2025, vendor presentations on November 26, 2025 at 12:00 p.m., and response submissions due by December 3, 2025. The RFI explicitly states that responses should not include pricing information, and submission indicates no guarantee of future procurement awards. The anticipated contract duration is a five-year base period with multiple option years if a subsequent procurement is issued.
The current MWE system, implemented in 2011, serves 32 Maryland American Job Centers and 13 local workforce development boards, processing 2.89 million web hits, 153,857 job orders, and 21,017 new user enrollments annually with a database size of 1.65 terabytes. The RFI seeks vendor solutions capable of supporting job seeker registration and job searches, employer customized searches and job posting capabilities, training provider accounts, advanced case management, workforce staff service tracking, document management with electronic signatures, and robust data collection and reporting aligned with federal requirements. Vendors are encouraged to highlight experience with state workforce programs, similar-sized organizations, and AI-powered enhancements. DWDAL welcomes responses from public, private, or non-profit organizations. The issuing procurement officer is Raelene Glasgow (raelene.glasgow3@maryland.gov), and responses must be submitted in Microsoft Word or Adobe PDF format with designated file naming conventions, including a transmittal letter, RFI response document, and any proprietary information notice.

Marylanders obtain employment.

Employment services are delivered both in-person and online. DWDAL also administers federal programs that provide funding and services to help employers meet their need for skilled workers and individuals to receive training for the workforce.
Specifically, DWDAL is responsible for overseeing the operation of thirty-two (32) Maryland American
Job Centers (AJCs), thirteen (13) local workforce development boards, and partners with institutions to provide services to meet the needs of State businesses, job seekers, and those looking to further their careers.

Investment Act Title I-B, including National Emergency Grants, Trade Adjustment Assistance programs, and Wagner-Peyser/VETS Labor Exchange programs. Partner integration includes Division of
