About this file
This is a Request for Information (RFI) response document from Team Cyquent addressing questions posed by the Maryland Department of Labor regarding the Maryland Workforce Exchange (MWE) SaaS procurement. The RFI seeks vendor information about solutions capable of delivering workforce exchange services while enhancing current functions and meeting U.S. Department of Labor and state reporting requirements. The document clarifies that Maryland anticipates a subsequent procurement process following this RFI, with the specific vehicle (RFP, TORFP, or other) and release timeline to be communicated in future notices. The RFI addresses the need for a fully built SaaS solution ready for deployment as a comprehensive integrated system, with expectations for both responsive web interfaces and mobile applications supporting job seeker registration, job search, labor market information access, and event sign-up.
Key technical requirements include FedRAMP-compliant hosting with all data residing within U.S. boundaries, support for English and Spanish languages, integration with the MD BEACON unemployment system, and compatibility with existing Microsoft 365 and Google Workspace tools. The vendor must support USDOL federal reporting requirements across Titles I, III, ETPL, and Apprenticeship programs, provide audit trails and logging for compliance, and implement Section 508 accessibility standards. Integration with current systems includes the UI system, Labor Market Information database, and external interview vendors. Maryland does not mandate specific cloud platforms, enterprise document management systems, or ETL tools, allowing vendors flexibility in proposing compliant solutions. The division anticipates serving primary users including staff, employers, job seekers, and training providers, with the vendor responsible for Levels 2 and 3 help desk support while Maryland provides Level 1 support. Post-implementation, a continuous improvement cycle with quarterly releases and feature sprints is desired.
