About this opportunity

The Town of Parker, Colorado, in partnership with BerryDunn, is soliciting information on Enterprise Resource Planning (ERP) technology solutions through RFI 26-013, with responses due June 19, 2026 at 10:00 a.m. MST. This is an RFI, not a committed RFP—the Town explicitly states that responses will not constitute a commitment to issue a subsequent RFP, award a contract, or reimburse response costs.

The scope covers comprehensive ERP module and functional capability assessment across 16 functional areas: general ledger and financial reporting, budgeting, procurement, accounts payable, accounts receivable, cash receipts, stormwater utility billing, project and grants management, fixed assets and inventory, licensing and sales tax, human resources management, recruitment and applicant tracking, performance and learning, time and scheduling, payroll, and benefits administration. Vendors must indicate whether requested modules and functionalities are provided natively, available through third-party integrations, or unavailable, with supporting narrative comments. The Town requires detailed specifications addressing system capabilities, workflow automation, reporting and analytics, security controls, compliance monitoring, and integration with existing systems. Key technical requirements include support for governmental fund accounting, multi-entity financial management, cloud or browser-based access, API integrations, document management, electronic signatures, and compliance with SOC 2 Type II, ISO 27001, and NIST cybersecurity frameworks.

The Town operates with a 2025 budget of $328.5 million, serves a population of 72,147, and maintains a fragmented environment including Caselle, UKG/Kronos, NEOGOV, Laserfiche, TRAKiT, and departmental applications. Current operational scale: 28 funds, approximately 1,575 active vendors, 6,500 annual invoices, 985 total employees (364 FTEs), and fixed-asset classification threshold of $10,000 with at least one year useful life.

Vendors must provide low and high-cost estimates for SaaS deployment, itemized by software licensing, professional services, hardware, travel, interface development, data conversion, and other costs, with separate identification of recurring SaaS costs and optional services. Questions are due June 12, 2026. Responses are submitted electronically through the Euna Procurement Portal.
