About this opportunity
The Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration, on behalf of the Justice Cabinet's Division of Criminal Justice Training, is procuring two centrifugal refrigeration chillers for the Law Enforcement Training Center (DOCJT) in Richmond, Marion County, Kentucky, through Request for Bid RFB-58-19. The procurement seeks two 255-ton nominal capacity centrifugal chillers with specific technical requirements including chilled water flow of 612 GPM at 45°F leaving temperature, condenser water flow of 1,068 GPM, and electrical specifications of 460 volts, 3-phase, 60 Hz, with acceptable refrigerants including R-134a, R-123, R-513A, and R-1233zd. Vendors must deliver equipment with complete electrical field-wiring diagrams, five bound operation and maintenance manuals, refrigerant charge, and initial oil, along with a five-year parts and labor warranty and five-year maintenance agreement including three annual eight-hour inspections covering electrical systems, safety controls, lubrication, purge service, refrigerant and oil analysis, and vibration analysis. Bids were originally due September 6, 2018, at 10:30 A.M. Eastern Time, but this deadline was modified through addenda to September 26, 2018, at 10:30 A.M.; no pre-bid meeting was scheduled. Award will be made to the lowest responsive bid submitted by a responsible bidder based on modified life-cycle-cost analysis calculated over a 20-year operational period at a 6% interest rate with an electrical energy cost basis of $0.08 per KW-hour. Contract award is projected for September 28, 2018, with chiller delivery by March 1, 2019, and complete installation and startup by April 15, 2019. All bidders must submit sworn affidavits regarding campaign finance law compliance, non-collusion and non-conflict of interest statements, prior violation reports covering five years of compliance history, and bidder qualifications documentation; a bid guarantee of not less than five percent of the lump sum base bid is required, and the successful bidder must furnish a 100% Performance Bond and separate 100% Payment Bond.
Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders registered in states that provide preference to their own residents; bidders claiming resident status must submit a Required Affidavit for Bidders, Offerors, and Contractors Claiming Resident Bidder Status, while nonresident bidders must submit their certificate of authority to transact business in Kentucky. All bidders must be registered with the Kentucky Secretary of State in good standing prior to contract award, foreign entities must obtain and submit a certificate of authority within fourteen days of bid opening, and all vendors must be registered with eMars (eProcurement) to receive the contract. The procurement requires compliance with Equal Employment Opportunity provisions, Kentucky Civil Rights Act requirements, and all applicable federal law; contractors may be required to submit Equal Employment Opportunity templates detailing workforce composition by race, sex, age, position, and residence. The contract price includes expenses for a factory representative to witness performance testing, with payment terms stipulating ninety percent of the total contract price upon delivery and acceptance and the remaining ten percent retained until equipment installation, startup, testing, and acceptance are completed. Liquidated damages are assessed at $2,500 per day for late chiller delivery and $1,000 per day for failure to achieve final completion by the specified date. No specific budget range or award value is disclosed in the solicitation documents, as award will be made based on the lowest total modified life-cycle cost submitted by a qualified and responsible bidder.
