About this file

This is an addendum to an Invitation to Bid issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration for a chiller pre-purchase at the DOCJT Law Enforcement Training Center in Richmond, Kentucky. Addendum No. Two, dated September 10, 2018, modifies the specifications and requirements outlined in the original RFB-58-19. The addendum establishes binding changes that bidders must incorporate into their proposals, including modifications to chiller specifications, dimensional requirements, electrical harmonic standards, evaporator configuration, and water connection specifications for the condenser and evaporator systems.

The addendum specifies four key specification changes and one layout modification for the chiller equipment. Item 1 requires bidders to submit service task information, frequency, downtime estimates, and technician hours with preliminary manufacturer data, explicitly noting these costs are for informational purposes only and not included in the purchase price or life-cycle calculations. Item 2 limits the maximum chiller height to 6 feet 10 inches without disassembly. Item 3 revises harmonic distortion requirements to reference IEEE 519 recommendations and require input filtering based on the manufacturer's harmonic analysis study. Item 4 changes the evaporator configuration from a 3-pass to a 2-pass system. Item 5 modifies the chiller room layout drawing to specify condenser water connections on the opposite side of evaporator connections, with allowances for connections at bundle ends or water box sides.
