About this opportunity
The Commonwealth of Kentucky, Department of Military Affairs, is requesting bids for on-call, as-needed facility maintenance and repair services at Bluegrass Station in Lexington under RFB-47-27, with bids due October 15, 2026, at 1:30 PM.
The scope encompasses qualified and licensed vendor support for building and structural maintenance (carpentry, door and window repairs, drywall work, minor masonry), exterior maintenance (gutters, fascia, painting, weatherproofing), mechanical and utility support (welding, pipe fabrication, equipment anchoring), interior finishes, and general maintenance support. Excluded services include capital construction, HVAC replacement, fire alarm or life-safety system servicing, specialty OEM contracts, and engineered construction requiring stamped design documents. Vendors must respond to service calls within specified timeframes: critical issues within two hours (acknowledged and coordinated within the two-hour window, with arrival measured at Gate #1), urgent matters same day, important issues within 48 hours, and routine requests within two weeks. All work requires written authorization via Delivery Order before commencement. Personnel must be qualified and trained with one authorized supervisor present during active work. Due to Bluegrass Station's sensitive operational environment, vendors must provide government-issued photo identification, personnel roster, and vehicle list in advance; comply with Gate #1 entry procedures at 5751 Briar Hill Road; and adhere to security protocols including photography restrictions and daylight-hour work limitations (except Critical Priority emergencies with authorization).
The bid is structured as an hourly rate contract. Bidders must price 12 labor classifications (Foreman, Carpenter, Painter, Welder, Skilled Laborer, General Laborer — each with regular and emergency rates) and equipment daily rates. Materials are billed at actual documented cost with supplier invoices required. All line items must be priced for consideration; only one contract will be awarded based on aggregate total. Bid prices must remain firm for 60 calendar days. The Master Agreement is non-exclusive with no guaranteed minimum quantity.
Bidders must submit notarized affidavits confirming no Kentucky campaign finance law violations and no debarment from federal contracting. Resident bidders must affirm one year of continuous Kentucky income tax filings, unemployment insurance payments, and active workers' compensation policy. Documentation of any violations issued within the preceding five calendar years must be provided, covering tax, wage and hour, occupational safety, and workers' compensation violations.
Submit bids to the Finance Division of Engineering & Contract Administration, The Bush Building, 403 Wapping Street, 2nd Floor, Frankfort, Kentucky 40601. Contact Kristi Sharp at 502-330-9858 for inquiries. Online bidding is permitted.
