About this file
Addendum No. 1 to Invitation to Bid No. RFB-47-27 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, clarifies response requirements and procedures for a Master Agreement for Facility Maintenance and Repair Services at the Department of Military Affairs Bluegrass Station in Lexington, Kentucky, dated October 6, 2026. The addendum addresses vendor response protocols for facility maintenance and repair services, establishing that a two-hour response requirement means vendors must acknowledge the call and coordinate an appropriate response within the timeframe, rather than requiring personnel to arrive onsite ready to work. The two-hour response clock begins when the call is made and applies 24 hours a day, seven days a week, including nights, weekends, and holidays for Critical Priority situations, which are expected to be rare occurrences. For onsite response requirements, response time is measured based on vendor arrival at Gate #1 of the installation, with Bluegrass Station personnel coordinating security notification and access assistance to mitigate entry delays.
The addendum clarifies procedures for after-hours emergency situations, permitting waiver of normal daylight-work restrictions when necessary to address Critical Priority emergencies. Work authorization requirements and specific instructions are coordinated by authorized Bluegrass Station representatives based on the circumstances of each emergency. The document specifies that security-entry delays are managed through advance notification by Bluegrass Station personnel to security personnel regarding incoming vendor response.

ADDENDUM NO. One (1)
BIDDER SHALL CONFORM TO THE FOLLOWING CHANGES AS SAME SHALL BECOME BINDING
UPON THE CONTRACT TO BE ISSUED IN RESPONSE TO THIS INVITATION TO BID.
Item 1: Questions/Responses:
1. Does “respond within two hours” require personnel to arrive onsite ready to begin work, or does acknowledging the call and coordinating a response satisfy the requirement?
Answer: The two-hour response requirement means the vendor must acknowledge the call and coordinate an appropriate response within the required timeframe. Personnel are not required to arrive onsite within two hours unless specifically directed by Bluegrass Station based on the nature and urgency of the situation.
2. When does the two-hour clock begin, and does it apply 24 hours a day, including nights, weekends, and holidays, or only during designated operating hours?
Answer: For a Critical Priority situation, the two-hour response period begins when the call is made to the vendor. Critical Priority situations are expected to be rare and may occur outside normal operating hours, including nights, weekends, and holidays.
3. How does the critical response requirement relate to the daylight-work restriction and the requirement for written work authorization before work begins? What is the procedure for an after-hours emergency?
Answer: For a Critical Priority emergency, the normal daylight-work restriction may be waived when necessary to address the emergency. Bluegrass Station personnel will provide the vendor with specific instructions and guidance regarding the emergency and any work that needs to be performed.
For after-hours emergencies, the vendor will be contacted by an authorized Bluegrass Station representative and provided with direction regarding the appropriate response. Work authorization requirements will be coordinated by Bluegrass Station based on the circumstances of the emergency.

4. If onsite arrival is required, is response measured at arrival at Gate #1 or at the affected building, and how are security-entry delays handled?
Answer: When onsite response is required, the response will be measured based on the vendor's arrival at Gate #1. Bluegrass Station personnel will notify security that the vendor is enroute and will assist with coordinating access to the installation.
