About this opportunity
The Commonwealth of Kentucky's Division of Engineering and Contract Administration, on behalf of the Kentucky Community and Technical College System (KCTCS), is soliciting competitive sealed bids for Testing, Adjusting, and Balancing (TAB) services related to mechanical and controls upgrades at Gateway Community and Technical College in Florence, Kentucky, located in Boone County. The project encompasses comprehensive TAB work across six campus buildings totaling approximately 315,795 square feet: the Boone Campus Center for Advanced Manufacturing Building (108,000 SF), Boone Campus Bank of Kentucky/BB&T Classroom and Training Building (34,779 SF), Edgewood Campus Nursing and Allied Health Building (54,140 SF), Edgewood Campus Student Services Building (35,270 SF), Urban Campus Technology, Innovation, and Enterprise Building (54,315 SF), and Urban Campus Transportation Technologies Building (33,291 SF). The scope includes testing, adjusting, and balancing of HVAC systems encompassing 330 variable air volume (VAV) terminal units, hot water and chilled water equipment, air handling units, rooftop units, furnaces, condensing units, wall-mounted split systems, and exhaust fans, with additional deliverables including calibration of measurement devices, ductwork pressure testing, outside air volume measurements at multiple fan speeds, preliminary and final TAB reports with electronic drawings corresponding to all test points, and a National Project Performance Guaranty. Bidders must be current members of a nationally recognized balancing organization such as the Associated Air Balance Council (AABC) or National Environmental Balancing Bureau (NEBB) with proof of certification for air, water, sound, and vibration work, and all measurements must maintain calibrated instruments in accordance with National Standards with adjustment tolerances of plus or minus 10 percent unless otherwise specified. The original bid opening date was June 26, 2024; however, multiple addenda extended the deadline to July 22, 2024, at 9:30 AM Eastern Time for submission through the Commonwealth's Vendor Self Service e-procurement system, with the General Contractor's substantial completion on January 18, 2025, and TAB contractor final completion also required by January 18, 2025, with phased building readiness beginning in mid-August and extending through December 20, 2024. Bids must be submitted electronically as a single PDF combining the Official Bid Document and any required bid bond, with the contract amount entered as $0.00 in the system and the actual lump sum base bid amount specified on the attached Official Bid Document; unit prices are required for calibration of devices and ductwork pressure testing (charged hourly) and additional trips to the job site (charged per trip).
Kentucky resident bidder preference applies to this procurement, and all bidders must demonstrate compliance with Kentucky workers' compensation insurance requirements per KRS Chapter 342, with domestic and foreign corporations required to be registered with the Kentucky Secretary of State and in good standing prior to contract award. No specific set-aside designations for disadvantaged enterprises are identified in the solicitation documents. The project identifies CMTA, Inc. as the engineer, Schrudde & Zimmerman, Inc. as the general contractor, and EMCOR Services/Automated Logic as the DDC Controls contractor, with infrastructure integration requirements that all system installation and building control systems must be complete and operational prior to TAB work commencement and that the TAB Agency coordinate with the CMTA commissioning team and owner regarding sixteen hours of work. The successful bidder shall furnish a 100 percent Performance Bond and a separate 100 percent Payment Bond equal to the contract sum, and invoices for partial payments up to 90 percent of the contract amount may be submitted upon acceptance of completed work by the A/E Project Design Engineer, with the remaining 10 percent contingent on final acceptance; all reports must be posted in the eComm system under the "6.12 Invoice for TAB Services" workflow for engineer review and acceptance before payment is processed. No specific award value or budget range is disclosed in the solicitation documents; however, the contract encompasses substantial labor, materials, equipment, tools, and comprehensive services across six buildings totaling over 315,000 square feet with phased completion extending through January 2025.
