About this file
This is an addendum to an Invitation to Bid issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for Testing, Adjusting and Balancing (TAB) services related to mechanical and controls upgrades at Gateway Community and Technical College in Florence, Kentucky. The project involves TAB services across multiple campus buildings, including the Urban TIE Building, Urban Professional Services Building, Urban Transportation Technology Building, Edgewood Student Services Center, Edgewood Nursing and Allied Health Building, and Boone Bank of Kentucky Building, as well as the Boone Center for Advanced Technology. The official bid opening date has been changed to July 3, 2024, at 9:30 AM ET. The project completion date is January 18, 2025, with phased building readiness beginning in mid-August and extending through December 20, 2024. The first building will be ready for TAB work in mid-August, chillers and chilled water systems will be ready by mid-November, and the final building by December 20. Bidders must account for multiple sequenced trips as each building's new controls come online in phases.
The addendum addresses key clarifications regarding project scope and operational constraints. Duct leakage testing is not required. Building access and working hours are strictly defined by building and time period, with most buildings available Monday through Friday from 7:00 AM to 10:00 PM during the August 11 through December 13 period, and reduced hours from December 16 through December 20. At the Edgewood Nursing and Allied Health Building, TAB contractors must provide measurements of outside airflow under two conditions—general exhaust running alone and general exhaust running with fume hoods operating—and report damper setpoints to the engineer and owner. At the Transportation Building, existing VAVs and their controllers are to remain in place and require no TAB scope of work. Bidders are required to acknowledge receipt of this addendum in their proposal, with failure to do so potentially resulting in proposal rejection.

4. Transportation Building scope says building includes 4 VAV RTU’s with hot water reheat VAV’s, there is no VAV count provided for this building.
RESPONSE: The existing VAVs and their controllers at the Transportation Building are to remain, thus they do not have any TAB scope of work.
5. Edgewood Nursing & Allied Health Building, spec states to provide measurements with
a. General exhaust running &
b. General exhaust running and fume hoods on.
By measurements does this mean building pressure relationships?
RESPONSE: Measurements should indicate outside airflow for the unit at the two conditions and adjustments should be made to ensure building pressure is maintained. The outside air damper setpoint for the two conditions should be reported to the engineer and owner so that the sequence of operation for the outside air damper position can incorporate the status of the fume hoods and exhaust fan conditions.
