This is a Special Conditions document for HVAC Testing, Adjusting, and Balancing (TAB) services issued by the Kentucky Community and Technical College System (KCTCS) Gateway Community and Technical College for mechanical and controls upgrades at their Florence, Kentucky campus (RFB-50-24, Account No: 470CAEWNC2400). The project encompasses six buildings totaling approximately 315,795 square feet across three campuses: the Boone Campus Center of Advanced Manufacturing Building (108,000 SF), the Boone Campus Bank of Kentucky/BB&T Classroom and Training Building (34,779 SF), the Edgewood Campus Nursing and Allied Health Building (54,140 SF), the Edgewood Campus Student Services Building (35,270 SF), the Urban Campus Technology, Innovation, and Enterprise Building (54,315 SF), and the Urban Campus Transportation Technologies Building (33,291 SF). The TAB Agency must furnish all labor, materials, tools, and instruments to perform comprehensive testing, adjusting, and balancing services on HVAC systems including hot water and chilled water equipment, air handling units, rooftop units, variable air volume boxes, furnaces, condensing units, and wall-mounted split systems. The General Contractor's substantial completion date is January 18, 2025, with final completion by February 17, 2025; the TAB contractor must achieve final completion by January 18, 2025. The TAB Agency is responsible for attending project progress meetings, completing checkout and start-up plans, participating in equipment start-up and owner training, providing preliminary TAB reports, and posting daily reports weekly in the eComm system.
Pricing for TAB services is structured on unit rates, including calibration of devices and ductwork pressure testing (priced per hour) and additional trips to the job site (priced per trip); all unit prices must include labor, materials, supplies, overhead, and profit for the agency and any subcontractors. The TAB Agency may invoice for partial payments up to 90 percent of the contract amount upon acceptance of completed work by the A/E Project Design Engineer, with the remaining 10 percent contingent on final acceptance. Invoices and change orders should be submitted to Kristi.Sharp@ky.gov, and reports must be posted in eComm under the "6.12 Invoice for TAB Services" workflow for engineer review and acceptance before payment is processed. The project directory identifies CMTA, Inc. as the engineer, Schrudde & Zimmerman, Inc. as the general contractor, and EMCOR Services/Automated Logic as the DDC Controls contractor, with the Owner Project Manager being Greg Schenck of the Kentucky Division of Engineering and Contract Administration.
