About this file

This is a Testing, Adjusting, and Balancing (TAB) specification document for the Kentucky Community and Technical College System (KCTCS) CMTA Project ZKG22 at Gateway Community and Technical College. The scope of work includes testing, adjusting, and balancing HVAC systems across five campus buildings: the Center for Advanced Manufacturing Building (102 VAV terminal units), Bank of Kentucky/BB&T Classroom and Training Building (30 VAV terminal units), Edgewood Nursing and Allied Health Building (101 VAV terminal units), Edgewood Student Services Building (55 VAV terminal units), and Technology, Innovation, and Enterprise Building (42 VAV terminal units). Additional services encompass measuring and balancing chilled water flow through newly replaced air-cooled chillers, measuring airflows for grilles, registers, and diffusers, and conducting outside air volume measurements at multiple fan speeds (30%, 50%, 65%, 80%, and 100%) for major air handling equipment across multiple facilities. The TAB Agency will coordinate sixteen hours of work with the CMTA commissioning team and owner. System installation and building control systems must be complete and operational prior to TAB work commencement. The project is dated November 15, 2023.

The selected TAB Agency must be a current member of a nationally recognized balance organization such as the Associated Air Balance Council (AABC) or National Environmental Balancing Bureau (NEBB), with proof of certification for air, water, sound, and vibration work. All measurements must maintain calibrated instruments in accordance with National Standards, with adjustment tolerances of plus or minus 10 percent unless otherwise specified. The TAB Agency shall submit a company resume with personnel qualifications, a Test and Balance Engineer certificate, proposed procedures and agenda, and a final TAB report with electronic drawings corresponding to all test points and a National Project Performance Guaranty. Three electronic copies of the final report must be submitted to the engineer and one copy to the Project Manager from the Division of Engineering and Contract Administration. Payment for TAB work is contingent upon proper submittal and approval of the TAB reports. The specification also requires the TAB Agency to conduct preconstruction plan check and review of project documents and contractor submittals within thirty days of document review and verify a minimum of ten percent of all readings or a maximum of one day.
