About this opportunity

Pinellas County School District is requesting sealed electronic bids for resurfacing, resealing, and restriping services countywide under ITB #26-CD-031, with bids due August 4, 2026 at 4:00 p.m. through the District's OpenGov Procurement Portal, and a mandatory pre-bid conference on July 21, 2026 at 9:00 a.m. at the Walter Pownall Service Center in Largo, Florida — attendance is required for bid eligibility.

The scope encompasses resurfacing and sealing of existing asphalt pavements, striping and restriping, and demolition and repair of existing areas at district facilities. All work must be performed by the bidding entity unless prior written authorization for subcontracting is obtained from the Maintenance Department. Bidders must own all equipment — including squeegee machines, spray tankers, pavers, striping machines, rollers, crack sealers, grading tractors, loaders, tacking trucks, dump trucks, and mechanical sweepers — at the time of bid submission, with equipment located in Pinellas County and available for inspection. Bidders must provide documented evidence of a business license under the same legal entity for five continuous years prior to bid and documented evidence of five comparable paving projects within the last five years. All personnel with access to school grounds or students require Level 2 background screening clearance under the Jessica Lunsford Act. Compliance with Florida's State Requirements for Educational Facilities (SREF) as part of the Florida Building Code is mandatory.

The contract value is approximately $300,000 over an initial one-year term commencing September 1, 2026 and ending August 31, 2027, excluding renewal options. Price escalation at renewal is permitted only if notice is provided 60 days in advance and does not exceed the previous year's CPI-U percentage change. The District will award to a maximum of two contractors within a 70-mile radius of the District Office. The contract may be renewed for two additional one-year periods by mutual consent, with the District retaining the unilateral option to extend for up to three additional 30-day periods. Evaluation criteria include prior District work experience (5 points), customer references (minus 3 points per missing reference form), Pinellas County location (5 points), unit fee pricing (0–200 points), work scenario grand total (0–50 points), and hourly labor and supervisor rates (0–20 points combined), for a maximum total of 275 points. The District will consider prices established through State of Florida Department of Management Services contracts. Award is anticipated September 1, 2026, with School Board approval estimated for September 8, 2026.
