About this file
This is a Pricing Proposal Form for a resurfacing, resealing, and restriping contract issued by the Pinellas County School District (PCSB) in Florida. The solicitation encompasses comprehensive pavement maintenance services including sealing operations, asphalt overlay and milling, parking lot striping, and miscellaneous site improvements across the district's facilities countywide. Bidders must submit sealed electronic bids through the district's e-Procurement Portal by 4:00 pm on Tuesday, August 4, 2026, with the official deadline determined by the District e-Procurement Portal clock. All equipment listed in the proposal, including squeegee machines, spray tankers, pavers, striping machines, rollers of various sizes, crack sealer machines, grading tractors, loaders, tacking trucks, dump trucks, and mechanical sweepers, must be owned by the bidding entity at the time of bid submission and available for inspection and verification by PCSB representatives. Equipment must be located in Pinellas County, though the proposal allows for verification of location details.
Bidders are required to provide firm unit pricing for all line items across six major service categories: sealing operations, asphalt work, striping services, driver education range preparation, milling, and miscellaneous work, with all unit prices inclusive of supervision, personnel, supplies, equipment, vehicles, and portal-to-portal travel. A work scenario in Table 3 is provided for evaluation purposes, with specific estimated quantities listed for cost comparison to determine the lowest bid. The PCSB permits a one-time remobilization fee of two percent applied to the total quoted price for phased projects only, as determined by the Owner. Evaluation criteria include previous PCSB work experience (5 points), customer references similar in scope (minus 3 points per missing reference form), location in Pinellas County (5 points), unit fee pricing across all categories (0-200 points total), work scenario grand total (0-50 points), and hourly labor and supervisor rates (0-20 points combined), for a possible total of 275 points. Bidders must also provide hourly rates for labor and supervisory work outside the scope of the formal bid.
