About this opportunity
The City of Rock Hill, South Carolina and Housing Development Corporation of Rock Hill (HDCRH) are requesting proposals for residential and commercial property management services for 29 HDCRH-owned homes and six City-owned properties under RFP #2115-RFP, with proposals due July 29, 2026 at 2:00 p.m. and a non-mandatory pre-proposal meeting on July 15 at 2:00 p.m.
The portfolio consists of single-family scattered-site homes, duplexes, two commercial warehouses, two single-family homes, and two mobile home lots, with monthly rents ranging from $250 to $1,950. Properties are designated for rental to households at or below 120% Area Median Income and were acquired through state and federal grants. The contractor must maintain five separate ledgers and five separate checks per program regulations. Properties are organized into five distinct groups (NSP, Cottages, 2019 SRDP, HDC Unrestricted, and Homestead Properties) across multiple Rock Hill locations.
Qualified proposers must hold a valid South Carolina Property Manager, Property Manager-In-Charge, or Broker-in-Charge License in good standing and provide proof of general liability insurance of at least $2 million per incident and workers' compensation coverage. Pricing must include a management fee per unit (percentage of collected rent or flat fee), a project management fee for larger repairs and work orders, and a bi-monthly inspection fee including air filter replacement.
The initial contract term is three years with an anticipated September 1, 2026 start date and two optional one-year renewal periods. The City reserves the right to add or remove properties from the portfolio without penalty. Evaluation criteria are weighted as Qualifications and Experience (30%), Capacity and Staffing Capability (30%), Approach to Project and Responsiveness (20%), and Price (20%), scored on a points-based system. Questions are due July 22 at 4:00 p.m. The contractor must comply with South Carolina's Illegal Immigration Reform Act, the Iran Divestment Act, and all applicable federal, state, and local regulations. Property managers will report to designated HDCRH contacts with specified performance standards for critical, high-priority, and routine communications and monthly reporting by the 20th of each month.
