About this file
This is an Affirmative Marketing Plan document submitted by the Housing Development Corporation of Rock Hill (HDCRH) in South Carolina, in conjunction with the City of Rock Hill. The plan outlines HDCRH's commitment to equal opportunity housing and fair housing practices in accordance with the Fair Housing Act as Amended. The organization employs a multi-faceted marketing approach that includes office signage, Fair Housing Act information in rental applications, staff-maintained brochures, and designated personnel responsible for Fair Housing Act compliance and training. HDCRH disseminates program information through diverse community channels, including television advertisements across multiple local cable channels and the City of Rock Hill's channel, as well as participation in city functions, faith-based events, non-profit events, fraternity and sorority events, NAACP functions, and housing forums. The organization maintains detailed records of all marketing efforts, notices, and event participation to demonstrate compliance with the affirmative marketing strategy.
HDCRH commits to ongoing evaluation of its marketing success in reaching applicants from varied backgrounds and ensuring equal rental opportunity across all property locations. Should initial efforts prove unsuccessful in achieving diversity among applicants, the organization's policy requires review and amendment of the affirmative marketing strategy. Additionally, HDCRH provides employees with no less than annual training in the Fair Housing Act, state equivalents, and any applicable local ordinances, delivered by qualified internal or external sources. This affirmative marketing plan supports HDCRH's management services proposal for 29 homes owned by HDCRH and six properties owned by the City of Rock Hill.

Affirmative Marketing Plan
The Housing Development Corporation of Rock Hill (HDCRH) is an equal opportunity housing provider. As no one method of communication will reach everyone, we have taken a multi-faceted approach to our affirmative marketing plan as described below:
The HDCRH and/or its property management company provides information about the Fair Housing Act as Amended (FHA) in the following manner:
• Signage at the office
• Providing information in each application that explains your rights under the FHA.
• Keeping brochures in a visible location that explains the FHA and how to file a complaint with HUD or the state substantial equivalent.
• Keeping a person on staff responsible for FHA updates/trainings.
The HDCRH works to assure that a broad cross section of the community knows that the rental program is in accordance with the Fair Housing Act. To this end, the HDCRH does the following:
• All TV advertisements done through the local cable provider will be aired over a variety of channels to assure that a broad cross section of the community is made aware. In addition, the City of Rock Hill’s channel is used.
• Information provided about our program is in a variety of venues, including, but not limited to:
o City of Rock Hill functions o HDCRH Functions o Catawba Area Coalition for the Homeless meetings o Faith-based events where invited o Non-profit sponsored events o Fraternity/Sorority Sponsored events o NAACP functions o Housing Forums
Records are maintained of efforts to market homes per the affirmative marketing plan, including but not limited to copies of notices used and calendars of events participating as part of the marketing strategy.
The HDCRH is constantly evaluated to assure success in getting applicants from a variety of backgrounds and making sure that they are provided the opportunity to rent units at all locations. If our efforts are unsuccessful, it is the policy of the HDCRH to review and amend our affirmative marketing strategy as needed.
The HDCRH provides its employees with no less than annual trainings in the FHA, state equivalent, and local ordinance (if such were to be enacted). Said training will be by a qualified source, either internal or external, depending on qualifications of current staff.
The Housing Development Corporation of Rock Hill does business in accordance with Federal Fair Housing Law.
