About this opportunity

The West Virginia Division of Corrections and Rehabilitation is requesting quotations for resident haircut services at Eastern Regional Jail & Corrections in Martinsburg under ARFQ DCR2700000012, with quotes due October 22, 2026 at 10:30 a.m. and questions due October 15 at 10:30 a.m. A mandatory pre-bid meeting is required with attendance verification on an official sign-in sheet.

The vendor must hold a current West Virginia Board of Barber and Cosmetology License, maintain a valid driver's license, be at least 18 years old, pass a background check, and comply with facility security protocols and PREA training requirements. The vendor must provide their own barber tools limited to clippers and trimmers only; scissors are prohibited within the facility. Services are estimated at approximately 250 haircuts per month, required on Sundays and Wednesdays each week, though alternative days may be approved by the superintendent. No subcontracting is permitted. The vendor cannot be classified as a 1099 independent contractor; any barber providing services must be a W-2 employee, though the primary vendor remains responsible to the State. The vendor must maintain a designated contract manager available during normal business hours, be responsible for all travel costs and mileage, and control and replace any lost or stolen access cards or keys. Vendor searches are mandated by the facility.

The initial contract term is one year with renewal options available upon mutual written consent for up to three successive one-year renewal periods, subject to legislative appropriation. Award will be made to the vendor submitting the lowest overall cost per haircut based on completion of the mandatory pricing page in the specified format through wvOASIS or as an electronic document. Payment is monthly in arrears at the per-haircut rate submitted, with invoices requiring service dates, contract number, and vendor address. Pricing must be firm for the contract life. A notarized Drug Free Workplace Conformance Affidavit is a mandatory prerequisite for bid consideration. Addendum 1 is issued; vendors must acknowledge receipt of all addenda with their proposal.
