About this opportunity
The California Department of General Services Real Estate Services Division Project Management and Development Branch is soliciting bids for multiple Job Order Contracts (JOCs) serving the Central Region, Areas 1 and 2, with digital bids due September 16, 2026 at 11:59 p.m. and a mandatory virtual pre-bid conference on August 24, 2026 from 1:30 to 3:00 p.m. Attendance at the pre-bid conference is required for bidder eligibility.
This is a fixed-period, fixed unit price, indefinite quantity contract structure covering repair, alteration, construction, maintenance, rehabilitation, demolition, and infrastructure work across Kingsburg, Merced, Kings County, Tulare, and Inyokern in Central California. DGS intends to award multiple contracts, each with an initial 24-month term from contract execution or achievement of maximum contract value, whichever occurs first, and reserves the right to extend each awarded JOC up to four one-year extensions. The current maximum contract amount for the initial term is $10.532 million as of January 1, 2026, with individual job order ceilings of $1.053 million. Work scope is governed by pre-established unit prices in a Unit Price Catalog dated July 6, 2026, with annual updates on or about January 1st.
Bidders must hold a current California CSLB Class B license and be registered with the Department of Industrial Relations as public works contractors. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation minimum applies to all job orders, with incentives for exceeding this threshold up to a 5% cap with a maximum $100,000 incentive. A 5% Small Business preference is available to certified small businesses, or non-small businesses may claim a 5% preference by subcontracting at least 25% of each job order to California-certified small businesses or microbusinesses. Prevailing wage and electronic certified payroll reporting requirements apply under California Labor Code Section 1774.
Adjustment Factors must be submitted independently for four work categories—Central Area 1 and Area 2, each split by normal working hours (Monday–Friday, 6:00 a.m.–6:00 p.m.) and other-than-normal hours—and must be specified to four decimal places. Factors remain fixed for the entire contract term including extensions and include all costs: bonds, insurance, sales tax, and direct or indirect expenses. Bidders must demonstrate prior JOC experience through submission of at least five projects completed within the last five years in California with construction values between $100,000 and $3,000,000, with at least three performed concurrently and at least one for a public agency. Public bid opening is scheduled for September 17, 2026 at 2:00 p.m. via Microsoft Teams.
