About this file
This is a Bid Form for a Job Order Contract (JOC) issued by the State of California Department of General Services, Real Estate Services Division, Project Management and Development Branch, for the Central Region, Areas 1 and 2. The solicitation seeks qualified contractors to provide repair, alteration, construction, maintenance, rehabilitation, demolition, and construction of infrastructure and buildings through individual Job Orders issued under a fixed-price, indefinite-quantity JOC structure. DGS intends to award multiple contracts based on the lowest Combined Adjustment Factor. The initial contract term is twenty-four (24) months from the date of execution or upon achievement of the maximum contract value, whichever occurs first. Job Orders issued prior to term expiration but not completed by that date shall be completed with all contract terms remaining in effect. The bid submission deadline is 11:59 P.M. on Wednesday, September 16, 2026. Bidders must be registered with the Department of Industrial Relations as public works contractors and possess a current CSLB license (Classification B or A). The Project Manual is dated August 2026, and the applicable Unit Price Catalog is dated July 6, 2026, with annual updates occurring on or about January 1st.
Bidders must establish independent Adjustment Factors for each work category: Central Area 1 Normal Working Hours (Monday-Friday, 6:00 A.M.–6:00 P.M.), Central Area 1 Other Than Normal Working Hours, Central Area 2 Normal Working Hours, and Central Area 2 Other Than Normal Working Hours. All Adjustment Factors must be specified to four decimal places and include all costs for contract performance, including bonds, insurance, sales tax, and direct or indirect expenses; these factors remain fixed for the initial term and any optional extension years. The bid form requires submission of a STD 204 Payee Data Record and compliance with multiple provisions including Small Business (SB) preference, Disabled Veteran Business Enterprise (DVBE) requirements with a mandatory 3% minimum participation on every Job Order plus incentives for additional participation, non-collusion certification, skilled and trained workforce declarations, and California civil rights law compliance. Bidders must demonstrate JOC experience through submission of at least five projects completed within the last five years in California with construction values between $100,000 and $3,000,000, with at least three performed concurrently and at least one performed for a public agency. All insurance requirements including General Liability, Commercial Automobile, and Workers' Compensation must be provided upon award notification.

BID FORM
THE STATE OF CALIFORNIA FROM: ______________________________
DEPARTMENT OF GENERAL SERVICES (Name of Bidding Firm)
REAL ESTATE SERVICES DIVISION
PROJECT MANAGEMENT AND DEVELOPMENT BRANCH
The undersigned hereby agrees to furnish all labor, materials, and equipment, and to perform Job Order Contracting in the manner and time prescribed in the Project Manual, dated August 2026 and such addenda thereto as may be issued prior to bid opening.
The Department of General Services (DGS) will accept bids for the Central Region, Areas 1 and 2, as identified in the JOC Region Map included herein. The applicable Unit Price Catalog (UPC) for the resulting contract(s) is the version dated 7/6/2026. No other catalog will be permitted. A new UPC will be issued annually on or about January 1st; refer to the Project Manual dated August 2026 Book 2 for the UPC.
Bidders must establish their Adjustment Factors based on the designated UPC. These Adjustment Factors shall include all costs associated with contract performance, including bonds, insurance, sales tax, and any other direct or indirect expenses incidental to this Job Order Contract (JOC) opportunity. Adjustment Factors will remain fixed for the entire term of the contract, including any optional time extensions or amendments.
Contract Award Table
Bidder will complete the Contract Award Table below in its entirety. All information required in the table should be clear and legible, either typewritten or neatly printed in ink. The Bidder’s Adjustment Factor is the amount that will be utilized to calculate payment to the Contractor for the work performed in completing individual Job Orders issued from this JOC. For examples of the calculated payments utilizing the Bidder’s Adjustment Factor (Factor), see Sample Job Order Price Proposal.
For purposes of evaluation, the sum of all the Bidder’s Adjustment Factors shall be calculated by the Contractor to determine a Combined Adjustment Factor. The Combined Adjustment Factor will be used to calculate a Net Bid Amount for the purpose of applying Preferences and Incentives to determine ranked Bids for evaluated award purposes only. (See Document 00 21 00, Section 19 for Sample Bid Tabulation for applying SB/DVBE Preferences and Incentives).
