About this file

This is a Job Order Contract (JOC) project manual for the California Department of General Services (DGS), Real Estate Services Division, Project Management and Development Branch, establishing a sample restroom remodel project in the Central Region. The project involves the renovation of two multi-stall restrooms (women's and men's) located at the Library & Courts building at 914 Capitol Mall in Sacramento, California. The scope of work includes complete demolition to studs with no salvage, installation of new plumbing fixtures (sinks, water closets, urinals, and drinking fountains), electrical systems including LED lighting and exhaust fans, ceramic tile flooring and wall coverings, toilet partitions with ADA-compliant stalls, and comprehensive toilet accessories including dispensers, grab bars, and sharps disposal containers. The project manual documents sample documentation including a detailed scope of work, job order price proposal, proposed duration schedule, subcontractor list, and unit price catalog. The proposed construction duration is approximately 90 calendar days from notice to proceed, with a proposed timeline spanning from February through May 2026 for submittals, demolition, rough utilities, drywall and tile work, carpentry, and final finishes.

The proposed lump sum contract total is $196,601.85, with a construction subtotal of $159,317.33, comprised of five primary buckets: Demo—After Hours ($29,316.98), Carpentry/Gypsum Board/Tile ($67,346.40), Plumbing and Fixtures ($36,737.87), Electrical ($19,749.51), and Toilet Accessories ($43,451.09). DVBE (Disabled Veteran Business Enterprise) participation totals $80,000.00, representing 40.69% of the contract value, with certified subcontractors including Byte Electrical, CBCANDO Painting, Joe's Demo, and Sally's Specialties. The prime contractor, CannonDesign, is performing 59.31% of the work ($116,601.85), with SB (Small Business) participation totaling $22,000.00 or 11.19% of the bid price. The pricing proposal was valid for ninety days from January 26, 2026, and includes adjustment factors ranging from 1.2201 for normal working hours to 1.3200 for after-hours demolition work. No hazardous materials are present on the site, and the project reflects holistic unit pricing with quantities calculated for two identical restroom spaces measuring approximately 21.17 feet wide by 31.75 feet long with nine-foot-tall walls.
