About this opportunity

The Texas Comptroller of Public Accounts is requesting proposals for auditing services on behalf of the Education Savings Account Program under RFP No. 240q, with proposals due July 13, 2026 and bidder presentations on July 23, 2026.

A VetHUB Subcontracting Plan with a 1.5 percent participation goal for professional services is required; all respondents, whether self-performing or subcontracting, must submit a completed plan to be responsive. Those proposing subcontractors must demonstrate good faith effort by notifying at least two VetHUB-certified vendors of each opportunity, allowing a minimum of seven business days for responses, and documenting all notifications and outcomes.

The scope encompasses independent audits of the ESA program addressing internal controls over program transactions, compliance with applicable regulations, participant eligibility data verification, fraud and abuse detection, and financial and operational assurance. The program served 95,934 students in fiscal year 2026–27 with $824.5 million in initial awards, 2,553 participating schools, and 1,966 vendor applications as of May 27, 2026. The initial contract term runs September 1, 2026, through August 31, 2027, with the Comptroller holding options to extend for two additional one-year periods (through August 31, 2029) and potentially a further six-month extension. Pricing is on a firm fixed-price basis for all services, meetings, and presentations, with no separate variable or travel-expense line items permitted; the Comptroller reserves the right to negotiate budget at contract award.

Evaluation weights demonstrated competence, knowledge, and qualifications at 75 percent and proposed fees at 25 percent under best-value standards under Texas Government Code Section 2156.125. Written questions are due June 23, 2026, with official responses posted June 29, 2026. The Comptroller will award one or more contracts with one or more respondents. Contract execution is anticipated August 31, 2026, with work commencement September 1, 2026. Vicki Rees is the solicitation point of contact at 512-305-8673.
