About this opportunity

The Orange County Transportation Authority is requesting quotes for window covering supply and maintenance services on an as-needed basis with no guaranteed usage, with quotes due October 13, 2026 and a non-mandatory job walk on September 24, 2026. By submitting a quote, firms certify compliance with Ukraine/Russia-related economic sanctions imposed by the State of California and the United States Government, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065; entities subject to these sanctions are ineligible.

The scope covers supply and installation of vertical blinds, roller shades, solar shades, and blackout shades at two OCTA facilities (600 South Main Street and 550 South Main Street, Orange, California) on an as-needed basis. The contractor must verify window opening dimensions before installation, match existing coverings, respond to service calls within 24 hours, test manual shade operations, clean work areas, and provide a minimum 90-day warranty on all services. A minimum of one hour is charged per service call. Standard operating hours are 8:00 a.m. through 5:00 p.m., Monday through Friday, though after-hours arrangements may be negotiated.

The total budget is $35,000 over a three-year term with no guaranteed usage. Award will be made to the lowest, responsive, responsible firm on a lump sum basis without further discussion. Pricing must be submitted as firm-fixed unit prices; no price increases are permitted during the contract term, though price decreases automatically extend to the Authority. Invoices exceeding $500 require itemized supporting documentation. Contractors guarantee quoted prices are equal to or less than prices quoted to any other local, State, or Federal government entity for services of equal or lesser scope.

This is not a prevailing wage contract. The contractor must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($2,000,000 combined single limits), Workers' Compensation as required by California, and Employers' Liability ($1,000,000 per accident and per disease), with OCTA as additional insured. Level 2 Health, Safety and Environmental Specifications apply, requiring designation of a Qualified Individual as Health and Safety Representative, hazard evaluation prior to work, immediate incident notification, and compliance with all federal, state, and local environmental laws. Written questions are due September 28, 2026, with responses issued by October 1, 2026.
