Key dates include a mandatory pre-proposal meeting on April 7, 2026, at 1:00 p.m. at City Hall with a virtual Microsoft Teams option available, a question cut-off deadline of April 10, 2026, potential addenda release by April 17, 2026, and proposal submissions due on April 24, 2026, at 2:00 p.m. through the Euna Procurement platform, with evaluations scheduled for May 2026 and notice of award in June 2026. Submissions must be made electronically through Euna Procurement, with paper proposals accepted only in sealed envelopes labeled with company name, solicitation number, and title; late proposals will not be accepted.
The solicitation documents do not identify specific set-aside designations or restrictions limiting participation to particular types of organizations, disadvantaged enterprises, or historically underutilized business categories. No incumbent vendors or current contractors are identified in the available documentation. The City intends to fund this project through the Safe Streets and Roads for All discretionary grant program, with a total maximum budget of $2,665,000, comprised of $2,475,000 for the SRTS Master Plan and $190,000 for Demonstration Projects ($150,000 for design and community engagement and $40,000 for monitoring and analysis). Contract approval by City Council is anticipated in June 2026, with project kickoff in July 2026, quick-build installation in August 2027, SRTS Master Plan adoption by December 2027, and final demonstration project reporting in November/December 2028. The City reserves the right to award the contract to either a single vendor or multiple vendors on a non-exclusive basis based on best value determination, and payment terms are established at Net 30 Days under the Texas Prompt Payment Act. All successful bidders must register for direct deposit payments and provide certificates of insurance within fourteen calendar days of award notification, as well as complete the Certificate of Interested Parties Form 1295 if required, and comply with all applicable federal, state, county, and city laws, codes, and regulations.
