About this opportunity

The California Department of Parks and Recreation (DPR), Law Enforcement and Emergency Services Division, is issuing a Request for Proposals (RFP) to receive proposals from qualified firms to provide Parking Citation Processing and Collection Services. The procurement will be based on the combined Technical Proposal and Cost Proposal scores, with the intent of awarding an Agreement to the highest ranked Proposer. The Agreement period will start upon Department of General Services (DGS) approval and extend through April 30, 2029, with two additional optional one-year extensions at DPR's sole discretion. The services required include processing handwritten parking violations, payment transaction services, data management, reporting management, and the introduction of Handheld Ticket Writers. The total dollar value for the Agreement should not exceed $5,500,000, not including the optional extension years. The proposal due date is April 3, 2024, and the Notice of Proposed Award is expected to be released by April 10, 2024.

The RFP includes a 6% Disabled Veteran Business Enterprise (DVBE) participation goal. The incumbent provider has been Data Ticket, Inc. since December 2018. DPR is satisfied with the current vendor's performance and anticipates the new contract will be awarded to a single contractor. Pricing will be based on a per-citation processing fee, and bidders must use the provided Exhibit B1 and B2 forms to quote pricing. Deviations from these forms will be deemed non-responsive.
