About this opportunity
The City of Hayward, California (located in Alameda County) is soliciting sealed proposals through Request for Proposals 26-029 for land value and ground lease appraisals of three city-owned properties located on City Center Drive, identified by Assessor Parcel Numbers 415-0250-111-02, 415-0250-112-00, and 415-0250-113-00. The procurement seeks qualified appraisal professionals to provide comprehensive valuation services for the former Centennial Hall site (2.13 acres), the former City Hall site (1.39 acres), and the parking structure site (2.27 acres). Deliverables include a kick-off meeting, review of existing documents and land use controls, preparation of draft and final land value and ground lease appraisal reports in both bound paper and PDF formats, with opportunities for city review and comment incorporation. Qualified firms must demonstrate minimum experience with three client references, identify key personnel with required licenses, provide a detailed project approach and work plan with critical path analysis accounting for city review periods, and submit a detailed cost proposal on a not-to-exceed basis with task-specific hourly rates by personnel category. Evaluation criteria are weighted equally at 16.7 percent each and include project management capability, project understanding, approach methodology, qualifications of firm and team, responsiveness to RFP requirements, and appropriateness of proposed costs. Proposals must not exceed 30 pages (excluding introductory letters, appendices, and resumes) and must be submitted electronically through the City's eProcurement Portal by 4:00 p.m. on Wednesday, February 4, 2026; the deadline for submitting questions is January 28, 2026 at 4:00 p.m., with responses provided by January 30, 2026, and contractor selection scheduled for February 11, 2026.
Respondent organizations must comply with the City of Hayward's Nondiscriminatory Affirmative Action Certification Statement requirements applicable to nonconstruction contracts of $25,000 or more, which mandate designation of an Equal Employment Opportunity Officer, nondiscriminatory recruitment practices, equal opportunity notice posting, detailed employment record maintenance, and payroll documentation identifying employee minority status; violations are subject to daily penalties up to $250 or one percent of contract amount, whichever is greater, and willful violations may result in contractor disqualification as a responsible bidder for up to one year. All proposing firms must complete and submit the Affirmation of Non-Involvement in Nuclear Weapons Development, certifying that the firm is not engaged in nuclear weapons development or production as required by City Ordinance No. 87024 C.S., and must submit a Non-Collusion Affidavit swearing that the bid is genuine and not collusive. The procurement contains no identified incumbent vendors, set-aside designations for disadvantaged enterprises, or specific budget range disclosures; however, proposers are required to acknowledge acceptance of the City's standard Professional Services Agreement terms and conditions and General Provisions, which include prevailing wage compliance obligations under California Labor Code Sections 1771 and 1777.5, comprehensive insurance requirements with minimum single limits coverage of $1,000,000 for bodily injury and property damage, and certified payroll record maintenance. The City reserves the right to reject any or all proposals, negotiate with select proposers, request supplementary information, conduct interviews, and split awards among multiple vendors; no contract value or award amount is specified in the RFP documentation.
