About this opportunity

The Texas Department of Transportation Houston District is requesting proposals for indefinite-deliverable environmental documentation and technical services contracts with proposals due August 26, 2026, under RFP 127SD011-6511. TxDOT will award up to eight contracts, each with a maximum value of $900,000 over a four-year term.

The scope encompasses environmental documentation, studies, and technical work required for compliance with federal and state environmental standards under 23 CFR 771 and 43 TAC Part 1, Chapter 2. Work includes NEPA documentation, traffic noise analysis, Waters of the United States delineation, public involvement coordination, and other environmental compliance services for transportation projects. All work is performed with State funds and issued on a cost-reimbursement basis.

Mandatory staffing includes a Project Manager (bachelor's degree and six years of transportation experience, or master's degree and four years) and a Lead Traffic Noise Specialist (bachelor's degree minimum; five years of traffic noise analysis experience; three relevant projects within the past ten years, with at least two including completed noise workshops or public engagement). A Lead Public Involvement Specialist is also required (bachelor's degree and six years of public involvement experience, or master's degree and four years; four public outreach projects within the past ten years, including at least two transportation-related projects, at least one Notice of Opportunity to Comment, and at least one public hearing under 43 TAC Chapter 2 and 23 CFR 771.111(h)).

For contracts exceeding $100,000 in anticipated value, proposers must submit a VetHUB Subcontracting Plan demonstrating good-faith effort to include certified Historically Underutilized Businesses, with minimum outreach to two certified VetHUB vendors per subcontracting opportunity. Award selection weights qualifications and experience at 80 percent, pricing at 15 percent, and project manager past performance at 5 percent. Questions are due August 11, 2026. A kickoff meeting is required within 14 calendar days of award.
