About this file
This is an attachment to a Request for Proposals issued by the State of Texas for Environmental Documentation and Technical Services. Specifically, Attachment 4 establishes the qualifications and evaluation criteria for the Lead Traffic Noise Specialist position that bidding firms must propose. The Lead Traffic Noise Specialist serves as the primary technical expert responsible for traffic noise analysis work under the contract and, once selected in the RFP, becomes the designated specialist for the duration of the engagement. Bidders must submit detailed information about their proposed specialist's education, work experience, and project history, with the form requiring completion of background data and documentation of at least three relevant projects completed within the previous ten years.
The Lead Traffic Noise Specialist must hold a Bachelor's degree and demonstrate a minimum of five years of professional experience in traffic noise analysis, with evaluation points awarded based on the level of degree obtained and total years of experience. Of the three required projects, at least two must include completed noise workshops or public engagement activities such as open house meetings, public hearings, or assistance with stakeholder outreach materials. For each project submission, the specialist must document their specific role and actions in the noise analysis, demonstrate the ability to integrate noise analysis into the broader project delivery timeline, and describe additional contributions to project success. All project descriptions are limited to 300 words each, and bidders are instructed not to exceed the required number of projects when submitting qualifications.
